The HUD's Office of Special Needs Assistance Programs (SNAPS) is actively involved in initiatives for assisting homeless individuals, such as the Continuum of Care Program, Emergency Solutions Grants, and supporting youths facing homelessness. These grants are awarded through HUD's CoC Program Competition process. Included in the CoC request was $316 million for grants to support CoCs as they work with other housing or healthcare partners, to expand CES, expand street outreach, and expand HMIS.

CoC Competition Updates CoC Competition Updates FY21 CoC Competition: SNAPS still in review and award determination process Expect award late February/early March FY22 CoC Competition: In FY 2022, the CoC Program Registration will not open the second Tuesday of January as in the past. CoCs will be notified when Registration is open in e-snaps through the CoC Competition page and via HUD listserv message. SNAPS recently updated the Continuum of Care (CoC) Registration Notice (CPD- 22-02). The Notice is available via the HUDClips page and the CoC Competition page on HUD.gov.

CoC Competition Updates CoC Competition Updates Summary of Registration Notice changes: Supersedes Notice CPD-18-03 Outlines the requirements for Indian Tribes, TDHEs, or other eligible organizations to register and claim formula areas as a newly formed CoC or for existing CoCs to claim formula areas where an Indian Tribe, TDHE, or other eligible organization intends to apply for projects located in a formula area through an existing CoC. Requires that Registration and Competition related questions are submitted to HUD s CoCNOFO@hud.gov email inbox.

Including Indian Tribes and Tribally Designated Housing Entities Including Indian Tribes and Tribally Designated Housing Entities in the CoC Program in the CoC Program The Consolidated Appropriations Act, 2021 included language allowing the participation of Indian Tribes and Tribally Designated Housing Entities in the Continuum of Care Program Tribes are able to participate by forming their own CoC or joining an existing CoC as a recipient HUD is working to implement Tribal participation in the CoC Program in phases from now through future CoC competitions. HUD conducted two Tribal Consultation sessions: March 24, 2021 and May 25, 2021. Access materials here.

CoC, YHDP & ESG Waivers for responding to COVID CoC, YHDP & ESG Waivers for responding to COVID 12/30/21 SNAPS published another memo entitled: Availability of Additional Waivers for Community Planning and Development (CPD) Grant Programs to Prevent the Spread of COVID-19 and Mitigate Economic Impacts Caused by COVID-19 Extended many waivers for CoC, YHDP and ESG: CoC/YHDP: Permanent Housing Rapid Re-housing Limit to 24 Months of Rental Assistance CoC/YHDP: Disability Documentation for Permanent Supportive Housing (PSH) ESG: Homeless Definition Temporary Stays in Institutions of 90 Days or Less ESG: Assisting Program Participants with Subleases ESG: Helping Current Program Participants Maintain Housing Housing Relocation and Stabilization Services ESG: Helping Current Program Participants Maintain Housing Rental Assistance ESG: Restriction of Rental Assistance to Units with Rent at or Below FMR

This does not mean find one formerly homeless person for your local board. We encourage you to amplify the voices of those with lived experience in your community Black, Asian, Latinx, Pacific Islanders, and indigenous populations People who identify as LGBTQ and gender-expansive people People living with disabilities People with experience with the criminal justice system Young People and Seniors Partnering with persons with lived experience webinar
