The Oneida Nation Comprehensive Housing successfully implemented the Tribal HUD-VASH program to support Native homeless veterans. Through collaboration with HUD and the VA, they overcame initial challenges to fill all 20 housing vouchers. With a roster of local landlords and a strong support system, over 90% of Native veterans housed under the program are maintaining stable housing.

  2. - 2016 Pilot Project- Tribal Veterans Affairs Supportive Housing (Tribal HUD VASH) January 2016 HUD announced the 26 Indian Tribal recipients of Tribal HUD VASH Oneida Nation being the only recipient within Wisconsin Oneida Nation was awarded funding to support 20 housing vouchers

Specified focus on housing homeless Native Veterans Unique Aspects of Tribal HUD VASH Collaboration between HUD, U.S. Veterans Affairs, and participating funding recipient Local Veterans Affairs Office provides HUD/VASH Clinical Coordinator Oneida Nation s partnered HUD/VASH Clinical Coordinator is Native (Oneida Nation)

Internally drafted Implementation Plan provided the framework and guidance to ensure effective implementation Launching Tribal HUD VASH Development of program rule/policy and procedures Oneida Comprehensive Housing is historically a project-based housing provider. Tribal HUD VASH is our first attempt at tenant-based housing Establishing of the working relationship with VA HUD/VASH Clinical Coordinator, both in policies and procedures in jointly administering the program

For at least the first year we had filled only 6-8 of the vouchers Humble Beginnings Initials challenges included: New to administering this type of program Fine tuning processes with VA Coordinator Finding interested local landlords and developing trust As processes became more second nature, and a landlord roster was developed, the program began to see increased success

  6. All 20 vouchers are filled, with 2-3 additional program participants seeking landlords Current Status A roster of approximately 11 local landlords has been established Better than 90% of the Native Veterans housed with Oneida s Tribal HUD VASH have maintained being housed

  7. In addition to program participants maintaining being housed, one participant and his family has moved on to mortgage based home ownership Program Success Individual case work provided by VA Clinical Coordinator aids in managing any landlord/tenant issues that surface Oneida Comprehensive Housing staff staying on top of timely monthly voucher payments to landlords promotes continued trust from landlords Tribal HUD VASH tenant-based assistance has proven successful and inspired Oneida Comprehensive Housing to develop a IHBG funded Housing Choice Voucher program for adults and families
