Comprehensive Overview of U.S. Department of the Interior's Appraisal and Valuation Services
The U.S. Department of the Interior (DOI) oversees the Appraisal and Valuation Services Office (AVSO), providing valuation services for Indian trust property and various agencies within the DOI. The AVSO was established under the DOI Secretarial Order 3363 in 2018. It manages Tribal Appraisal Programs, Self-Governance Compacted Programs, and Self-Determination Contracted Programs, supporting economic development initiatives and overseeing funding agreements through Memorandums of Understanding. The office works closely with Tribal communities in Arizona and Oregon to enhance land use planning, appraisals, and economic development projects.

Appraisal and Valuation Services Office (AVSO) The Indian Trust Asset Reform Act of 2016 directed appraisals of Indian trust property be administered by a single bureau or agency. DOI Secretarial Order 3363 signed in March 2018 established AVSO under the Office of the Assistant Secretary Policy, Management and Budget Multiple Divisions within AVSO provide valuation services to BIA on behalf of Indian Tribes and Alaska Consortiums Aside from the services provided to BIA, the office serves other bureaus and agencies within DOI, such as the National Parks Service, Fish & Wildlife Service, Bureau of Reclamation, Bureau of Land Management and others
Indian Trust Property Appraisal History Indian Trust Property Appraisal History < 2002 2002 2016 The Branch of Appraisal Services (BAS) is transferred from BIA to the former Office of the Special Trustee for American Indians (OST) Indian Trust Asset Reform Act (ITARA) is enacted Overseen and managed by BIA Twenty-four (24) Tribal administered Real Estate Appraisal Services programs (Appraisal Program) were then in existence Eleven (11) additional Tribes assumed responsibility of the Appraisal Program by now The Office of Appraisal Services is established in OST 2018 2019 2019+ The Office of Associate Deputy Director (OADD) is established in AVSO to oversee and manage the 36 P.L. 93-638 Tribal Appraisal Programs. DOI consolidates its two separate appraisal offices into one office (AVSO) One (1) additional Tribe assumed responsibility of the Appraisal Program under their SG Compact
Provides management and oversight to the 36 P.L. 93-638 Tribal Appraisal Programs 30 Self Governance Compacted Programs 6 Self Determination Contracted Programs Partners with OSG to administer the self governance programs. AVSO determines the Tribal Shares funding Provides technical appraisal assistance and maintains Memorandums of Understanding (MOU) with all Tribal Appraisal Programs. These MOU s serve as a Statement of Work and are integral to the annual (AFA) and multi-year funding agreements (MYFA) AVSO s Associate Deputy Director (ADD) Office
Tribe in Arizona with its own Land Use Planning and Appraisal departments that efficiently support the development and leasing of extensive prime commercial real estate areas, transforming them into powerful economic development tools for their community. Tribe in Oregon that has been contracting for the mass appraisal of hundreds of properties during the past five years, using these appraisals to effect the purchase, with its own funds, of fractionated interests, thus increasing the tribally owned land mass. Established in 2011 by a workgroup comprised of Tribal and Federal government officials and approved by the Special Trustee for American Indians The formula is based on the workload of each individual Tribe. It is comprised of: Five-year average appraisals completed for the Tribe Five-year average appraisals completed by the region Beginning-year Regional Budget allocation 20% set aside for Government inherent functions (Review and Approval) 80% Regional funding available to Tribes for P.L. 93-638 and valuation services to direct service Tribes Tribal Share Formula
To promote and support genuine Indian Self- Determination and Tribal Self-Governance, through dynamic partnerships with Tribes and Alaska Native Consortiums, with BIA and OSG We aim to become the cornerstone for the building of successful, independent Tribal Appraisal Programs operating under P.L. 93-638 for American Indian Tribes and Alaska Native Consortiums. We achieve this by providing timely and quality customer service, training, advice, consultation and technical assistance. We further serve to intercede as delegate/mediator on valuation issues for all other Indian trust and restricted fee lands across Indian Country OADD s Office Vision
