  2. What is the NJC? The NJC is made up of unions and employers it negotiates local government pay Unions submit a pay claim every year and employers respond with a pay offer UNISON consults members on the pay offer Pay awards are applied to the NJC pay spine - used by employers to construct local pay grades

  3. Background to this years pay offer Local government workers have kept the country going during the Covid-19 crisis Their pay has lost 25% of its value since 2010 Government promised to do whatever is necessary to support local authorities through Covid-19 The UK's recovery from Covid-19 cannot mean more public sector austerity

The NJC Pay Claim 2021-22 UNISON and other unions asked for: A 10% increase on all pay points An attached conditions claim also asked for: A national agreement on homeworking policies A reduction of the working week to 35 hours Minimum of 25 days annual leave A review of maternity/family leave provisions

NJC Pay Offer 2021-22 May 2021: Employers made an offer of 1.5% July 2021: An increased offer of 1.75% was made, plus 2.75% for the lowest pay grade The offer also included commitments to: Joint guidance on homeworking and mental health Incorporating statutory provisions on neo-natal leave and pay

  6. The offer falls far short of our claim What employers have offered on pay 1.75% pay increase (SCP 2 and up) 2.75% for lowest pay point (SCP 1) What we asked for on pay 10% pay increase for all pay points

  9. Greater London Greater London Provincial Council (GLPC) has two separate pay spines (inner and outer) Includes London Weighting Percentage increase would be applied to GLPC spines in the same way

  10. UNISON NJC Committee The NJC committee met on 28 July and decided to: Launch a consultation, asking members to accept or reject the offer Strongly recommend that members vote to reject the pay offer

Consultation Timetable Week of 23 August: A full consultation pack will be sent to UNISON branches Branches will send information to members, asking you to accept or reject the pay offer UNISON s NJC Committee is strongly recommending you vote to reject the pay offer Regions need results finalised by 24 September

Check your membership details are up to date You will be asked to accept or reject the offer UNISON s NJC committee strongly recommends you reject the offer Remember to vote - it s your pay a high turnout means an accurate picture of members views

Next Steps Consultation closes in late September UNISON s NJC Committee meet early October GMB and Unite have similar timetables If members vote to reject, the next likely step would be an industrial action ballot Negotiations have reached their limit employers are unlikely to get more government funding for pay
