  1. Proposed updates to 603 CMR 31.00 Koplik Certificate of Mastery & Seal of Biliteracy

Purpose: Koplik Certificate of Mastery Provides a non-need-based tuition credit for undergraduate courses at Massachusetts public colleges and universities ($700-$1700/year depending on institution). Developed to recognize high academic achievement on MCAS as well as non- traditionally tested areas including: oArts / Music oComputer Science oForeign Language oHistory In the past 10 years, we have awarded 500 to over 1500 applicants each year 2 Massachusetts Department of Elementary and Secondary Education

Current Criteria Initial eligibility (Certificate of Mastery) o Students must: Achieve at least one score of "Exceeding Expectations on an MCAS exam and; Achieve a minimum score of Meeting Expectations on the remaining MCAS exam(s) Receiving the Award (Certificate of Mastery with Distinction) o Students must: Submit evidence establishing that they have met or surpassed the performance standards established (as noted in the regulations) in both Arts/Humanities and Mathematics/Science, and; Be in good standing to graduate from the high school in which the student is enrolled. 3 Massachusetts Department of Elementary and Secondary Education

  4. Proposed updates 1. Aligns with current language used for MCAS scoring and updated Competency Determination regulations* 2. Streamlines to combine separate steps for Certificate of Mastery and Certificate of Mastery with Distinction into one award process 3. Updates current criteria evidence and removes outdated references There are no proposed changes to eligibility or criteria at this time. It will not change the numbers of students who can apply or receive the award. *Updated language will also be reflected in Seal of Biliteracy criteria. 4 Massachusetts Department of Elementary and Secondary Education
