  1. River East WDB NCWorks Online ETPL ELIGIBLE TRAINING PROVIDER LIST

  2. What is the ETPL? A North Carolina publicly accessible statewide list that includes all approved WIOA training programs and training providers that are currently approved by one or more boards. As part of the WIOA legislation, states are required to maintain a list of Training Providers and Programs that are certified to receive students using WIOA funds. WIOA students are only permitted to use their Individual Training Account (ITA) funds in programs that appear on the ETPL. The ETPL is located in NCWorks Online. www.ncworks.gov

  3. What is the ETPL? The Workforce Innovation and Opportunity Act (WIOA) requires Training Providers to apply to the State Workforce Agency (NC Division of Workforce Solutions) and to be approved by at least one Local Workforce Development Board for eligibility to receive WIOA funds.

  5. ETPL Approval Training provider approval and certification is a two-step process. I. The first step includes approval to be on the state Eligible Training Provider List (ETPL). II. The second step is the designation as a Board Certified Training Provider by the Local WDBs in respective regions. Rivers East WDB sponsors WIOA training for individuals residing in Beaufort, Bertie, Hertford, Martin and Pitt County. WDB staff serves as the NCWorks Superuser to certify state and locally approved providers and training courses in their board region.

  8. ETPL Guidelines Contains requirements for training providers to be certified and recertified as an eligible training provider for WIOA funds. Performance Requirements Waiver received for PY 2018 & 2019 to include only those enrolled in WIOA. Includes full and part-time students. Beginning July 1, 2020 if the waiver is not renewed, performance data must be reported for all training participants, even if not enrolled in WIOA. Performance is reviewed annually for recertification.

ETPL Guidelines Performance Standards are based on Total enrollment Numbers of ALL WIOA Students: Who successfully completed their program of study during participation in WIOA or within one year after exit WIOA completer students that found unsubsidized employment WIOA completer students that found unsubsidized employment in the their field of study WIOA completer students that were still employed in the 2nd quarter after exit WIOA completer students that were still employed in the 4th quarter after exit Median earnings of WIOA completer students in unsubsidized employment in the 2nd quarter after exit

Add a training institution. Out-of-State Provider Certification-Attachment B Required for out-of-state providers only. Uploading Supporting Documentation For providers that are not registered in NCWorks Online ETPL to submit required documentation. Existing approved providers may use this feature to upload performance data.

  11. ETPL Instructions Entering Program into NCWorks Step by step instructions on adding program data into NCWorks Online. NCWorks Guide for Active Providers Create a provider user account. Each user must request a user id and be certified as an approved user before entering data into NCWorks Online.

  12. Program Approval Each WDB has an approved list of WIOA occupations that are approved in their specific local area. Occupations must be determined to be in demand in a specific region or county. In Demand - An occupation that currently has or is projected to have a number of positions (including positions that lead to economic self-sufficiency and opportunities for advancement) in an industry sector so as to have a significant impact on the state, regional, or local economy, as appropriate. Each WDB has a process to determine which occupations are in demand.

  13. Program Approval In Demand Occupations There are jobs in high demand in a wide range of industries, meaning employment can be found that suits ones interests and skills. LMI Data Wage, job openings, future anticipated growth Performance An adequate number of individuals completed training, obtained state/industry recognized credentials and obtained self sufficient employment in their training field. Cost of attendance Employer Agreement Rivers East WDB calculates in demand data. Rivers East maintains a WIOA approved list for continuing education courses and a list of curriculum course.

  14. Program Approval Each training provider is responsible for entering program data. All training programs are approved by the Rivers East WDB. The WDB scheduled meetings are each second Wednesday at 3:00 pm in the months of September, November, January, March and May. Program approval request must be received at least three weeks prior to the WDB meeting to collect required data.
