Steve MacFeely, Director of Business Statistics at the Central Statistics Office, provided feedback on consultation responses regarding road freight data requirements. The consultation highlighted the need for detailed data linked to policy objectives, covering various aspects of road, sea, air, rail, and cross-cutting categories. Specific variables and factors for economic and environmental aspects of road transport were outlined, emphasizing the complexity and demands of collecting comprehensive data in these areas.

  3. General Remarks Road freight generated the most interest Data requirements well articulated & linked to policy objectives Data required quite demanding Some complex cross-cutting issues raised But many objectives still quite compartmentalised or silo based

  4. Data Requirements Broken down into 5 categories: - Road (with 4 sub-categories) - Sea - Air - Rail - Cross cutting

  5. Road (Economic) Variables Periodicity Juristiction Spatial Detail Origin - Destination x vehicle size Detailed route information Number of intervening stops on a delivery route Trip data by domestic/international/local x nature of the payload entry/exit seaports (including NI ports) x destination x payload Number of foreign (with EU/Non-EU split) drivers working with Irish operators Number of foreign drivers operating under cabotage by nationality Road usage data (including inter-modal loading, % of operation abroad) Details of empty journeys (km empty as proportion of total Km) Type and size of vehicle (Gross Vehicle Design Weights - less than 3.5 tonnes/3.5 - 18 tonnes/18+ tonnes) Cross-border routes (HGV and light) - licensed & unlicensed Number of operators licensed to operate on both sides of the border Cross-border routes (HGV and light) x time of day Total value of payments made Length of charged road in Km associated with toll point. 13. Conclusions Appears to significant data gaps Some of the required data are already available More onerous demands (e.g. detailed route) cannot come from surveys Need to examine new techniques, such as GPS, cameras etc. Is there a need for a Transport Satellite Account? Resource implications!

  14. Next Steps 1 Gap analysis 2 Prioritise action plan
