National Institute of Statistics of Congo 3 the NIS is the central body of the nation's statistical system whose mission is to coordinate activities of the system and provide statistical data related to economic, demographic, social, cultural and environmental. The INS has collaborated with the WG since 2016 through meeting s participation -Africa and around the world. NSI is preparing to conduct several surveys (Pop. Census, DHS, Employment...) with the WG Short-Set with substantial improvement.

Brazzaville group Secretariat (1/2) 5 Following the sub-regional workshops in Dakar (2016, with UNICEF and 2019), the NIS of Congo and WG exchanges led to the setting up of a sub-regional secretariat responsible for preparing all the documentation necessary for the functioning of the Brazzaville Group on disability statistics. - Define the mandate of BG for Francophone Africa. After discussions between members of French-speaking countries and the WG, the BG secretariat was set up, composed as follows: 2 members from NIS (Congo-BZV) 1- Member from Chad (NIS) 1- Member from Togo (NIS) 1- Member from Djibouti (NIS) 1- Member from Congo (National Disability organisation)

  6. 2. Brazzaville group Secretariat (2/2) 6 The mandate of the secretariat will be 3 years and once renewable. The candidatures for the various posts will be submitted for election by the members of the various countries. To facilitate and speed up exchanges between members of the secretariat, setup small whatsup group

  7. 3. Terms of Reference-BG- (1/4) 7 The ToRs for the Brazzaville group were prepared by the group secretariat, with the assistance of resource persons from WG and Unicef-Congo. These ToRs specify the mandate of the secretariat as well as the conditions for its updating and more particularly address aspects related to the work plan of the BG, products and deliverables, scope of work, etc.

Terms of Reference-BG- (2/4) 8 I- Work plan The initial work plan of the BG includes: a) obtain the adhesion of member and non-member countries of the working group in the Central Africa and West Africa sub-regions; b) develop and adopt a scope and mandate; c) organize regional workshops as needed; d) work with member countries from NSI, civil society, researchers and advocates to meet their needs, and to ensure careful monitoring and evaluation of the pilot process to inform the creation of future centers; e) Organize conferences, workshops and trainings for group members and; f) Provide technical support to group members by encouraging them to ensure the inclusion of WG modules in censuses and statistical surveys.

Terms of Reference-BG- (3/4) 9 - II Products/Deliverables All data collections carried out by the country's NSI in the region should include the WG tool(s) and implement them as planned in the 2020 census cycle or by 2030. Data is analyzed in a consistent and uniform manner - according to standardized regional models developed in the 2020 census cycle or by 2030. 3) Results are disseminated according to the region-specific framework by 2030. 4) A regional guide to improve the collection and analysis of data on disability in French-speaking African countries [based on the guide developed for the Arab-speaking region 5) A regional disability monograph produced by 2030.

Terms of Reference-BG- (4/4) 10 - III The scope of works Improving cooperation and facilitation including the creation of a network and a database of key stakeholders Stakeholder commitment to Finalize the schedule of annual / routine meetings for key stakeholders Mapping of existing and ongoing data on disability in each country; Performing a SWOT analysis to identify knowledge needs and gaps; Capacity building through the delivery of training workshops / webinars to data producers and users which would include data collection, analysis and dissemination using WG tools; Support for transnational collaboration (South-South / peer-to-peer) through the sharing of knowledge and information on disability statistics in general and the use of WG tools in particular; Standardization of analytical tools and methodologies in order to provide standard products for dissemination.
