Update on UNECE Activities on Gender Statistics & Recent Initiatives

The UNECE Statistical Division, along with partners, has been actively involved in supporting the production and measurement of official gender statistics. Ongoing initiatives include projects on gender statistics in various countries, workshops on dissemination and communication, and the development of a gender database. Efforts are also underway to establish guidance for communicating gender statistics effectively to policymakers and the public. Challenges in this area, such as confusion between sex and gender and convincing decision-makers of the importance of gender statistics, are being addressed. An interim report is expected to be finalized by the end of 2019.

Recent & ongoing initiatives STATISTICS STATISTICS Ongoing UNDA project on Statistics & Data - UNECE co-leading gender statistics component with UNSD National capacity development workshops on dissemination & communication in Kazakhstan (2017) & Kyrgyzstan (2018) Sub-regional workshop in Belgrade (2017) Task Force on measuring intra-household power & decision- making (chaired by Canada) Final draft report to be reviewed by CES Bureau in Oct. 2019 Gender database: updated at the end of 2018 2019 Work Session on Gender Statistics (Neuchatel) 2

Communicating Gender Statistics STATISTICS STATISTICS UNECE Task force established in 2018 Chaired by CSO Ireland with 37 members from 26 countries/IOs Objective: Develop guidance on the communication of gender statistics to policymakers and to general public Output: Living web platform Wiki site being developed 3

Electronic guidance notes on: Communicating the gender pay gap Communicating statistics on gender-based violence The language of gender in statistical communication Maintaining impartiality when communicating gender statistics (inputs welcome!) Communicating Gender Statistics STATISTICS STATISTICS Interim report presented at May 2019 meeting (Neuchatel) Challenges noted: Can be confusion between sex and gender Decision makers in NSO s not always convinced of importance of gender statistics leading to data gaps Gap in understanding can exist between data producers and policymakers Some gender statistics issues can be polarising or upsetting Expected to be finalized by end 2019, published by June 2020 5

Measuring Gender Identity STATISTICS STATISTICS In-depth review paper by StatCan & ONS (2019) Concepts, definitions & terminology Political, legal & cultural implications and challenges Statistical & methodological challenges, including question design and testing Current practices across & beyond UNECE region (18 countries): particular focus on Australia, Canada, New Zealand, USA Needs & recommendations http://www.unece.org/statistics/working-paper-series-on-statistics.html 6

Measuring Gender Identity STATISTICS STATISTICS Jan. 2019: CES Bureau reviewed topic, requested proposal May 2019: Discussion at work session in Neuchatel Work going on in many countries Countries have their own specificities Sharing material and information is useful Oct. 2019: Proposal to CES Bureau Create regional networking platform, to share info & material Establish task team to work with UNECE on platform 7
