Every vocational or occupational training program in a community college district must be reviewed biennially as per California Ed Code 78016. The review ensures programs meet labor market demand, avoid unnecessary duplication, and demonstrate student success. A completed example highlights meeting demand for Respiratory Therapists, lack of duplication in the service area, and program effectiveness through retention and graduation rates.

California Ed Code 78016 Every vocational or occupational training program offered by a community college district shall be reviewed every two years by the governing board of the district to ensure that each program, as demonstrated by the California Occupational Information System, including the State-Local Cooperative Labor Market Information Program established in Section 10533 of the Unemployment Insurance Code, or if this program is not available in the labor market area, other available sources of labor market information, does all of the following: Meets a documented labor market demand. Does not represent unnecessary duplication of other manpower training programs in the area. Is of demonstrated effectiveness as measured by the employment and completion success of its students.

  4. Example of Completed CTE 2 Year Review Describe how your program: 1. Continues to meet a documented labor market demand (please include relevant labor market data) In California, the number of Respiratory Therapists is expected to grow much faster than average growth rate for all occupations. Jobs for Respiratory Therapists are expected to increase by 25.3 percent, or 4,300 jobs between 2016 and 2026. In our service area, projected growth is higher than the state average (31.5% in the North Coast and Far North counties).

Does not represent unnecessary duplication of other manpower training programs in the college s service area (please list similar programs by name, or N/A, for each community college in our region: Feather River, Lassen, Mendocino, College of the Redwoods, Shasta, and College of the Siskiyous) Butte College houses the only Respiratory Care program north of Sacramento; our service area includes all of Northern California from Yuba City to the Oregon border and into northern Nevada. Is of demonstrated effectiveness as measured by the employment and completion success of its students (please include completion and employment data for your program) Program retention rates average 95%, graduation rates average 87%, licensure rates average 90.3%, and job placement rates average 87.4% over the past five years. All of the program indicators are higher than the college s average over the same time period.

Continues to meet a documented labor market demand (please include relevant labor market data) According to the *CCC Centers of Excellence for Labor Market Research, a June 2018 study of 385 cybersecurity employers found that: Job Title Projected growth in next 12 months Percentage increase Current Jobs 2018 14,658 +993 6.8% Technical support Specialist 13,180 + 1212 9.2% Network Operations Specialist Systems Administrator 10,223 + 1825 17.9%

Does not represent unnecessary duplication of other manpower training programs in the college s service area Due to the remote nature of the North-Far- North area, duplication of training is not as much an issue as it may be in metropolitan areas. The other college which has a similar program is Shasta College. Is of demonstrated effectiveness as measured by the employment and completion success of its students (please include completion and employment data for your program) The ICT completion data is comingled with the Computer Science data which makes tracking difficult. According to the most recent data available: Part D - Number of Courses Offered: Enrollment/Fill Rates: The Computer Science program, as a whole, had an average success rate of 75.75% for the Fall of 2017. The three classes listed in the ICT program had an average success rate of 69% for the Fall of 2017.

Is of demonstrated effectiveness as measured by the employment and completion success of its students (please include completion and employment data for your program) Part E - Student Success - Program was 70.37% Employment tracking can be difficult to determine as it is only accessed through voluntarily notification. According to my advisory committee and the percentage of industry employed students, the value of the program has been validated. Our student are employed in the following local industries: Butte County, Chico Unified School District, Matson & Isom, Stratti, North State Radiology, Northstar Engineering, Crain Ranch, and not so local at Hewlett Packard Enterprise Folsom and Facebook. It should also be noted that the advisory committee agreed that since the Camp Fire has raised the cost of housing, they are no longer seeking recruitments from the Sacramento area, but are exclusively hiring local.
