HB 357 Star of Texas Award - Background 3 HB 357, passed during the 85th legislative session (2017), establishes free public prekindergarten for children of peace officers, firefighters, and first responders who have demonstrated remarkable courage and heroism in serving and protecting their communities throughout the state who are eligible for the Star of Texas Award.
HB 357 Star of Texas Award - Background 4 Eligibility is defined as a person who has been awarded the Star of Texas Award and has presented proof through one of the following pieces of documentation: Resolution (certificate) awarded to the individual List can be found on the Office of the Governor s website Letter from the Governor Letter from a state representative (House or Senate)
HB 357 Star of Texas Award TSDS PEIMS Changes 5 To implement the statute, TEA has added a new data element to the StudentExtension complex type. Add code E1601 STAR-OF-TEXAS-INDICATOR- CODE to the StudentExtension complex type for the Fall and Summer submissions (Submissions 1 and 3). Business Validations added/updated to support E1601 STAR-OF-TEXAS-INDICATOR-CODE.
HB 357 Star of Texas Award TSDS PEIMS Changes 6 Definition: STAR-OF-TEXAS-INDICATOR-CODE indicates that the student is eligible for free public prekindergarten because they are the child of a person awarded the Star of Texas Award.

HB 357 Star of Texas Award Business Validation Rules (Revisions) 8 Business Rule 40100-0109 Rule Text: If GRADE-LEVEL-CODE is "PK" and ADA- ELIGIBILITY-CODE is "1", "2", "3", or "6", then either LEP- INDICATOR-CODE must be "1", ECONOMIC-DISADVANTAGE- CODE must be "01", "02", or "99", MILITARY-CONNECTED- STUDENT-CODE must be "4", FOSTER-CARE-INDICATOR- CODE must be "1" or "2", HOMELESS-STATUS-CODE must be a value other than "0", or STAR-OF-TEXAS-INDICATOR- CODE must be "1". Business Meaning: A student that is enrolled in "PK" as an eligible student must be reported as one or more of the following: LEP, economically disadvantaged, military connected, a current or former foster care child, homeless, or the child of a Star of Texas Award recipient. Reason for revision: A child of a Star of Texas Award recipient is eligible for free public prekindergarten. Therefore, a campus may report the student eligible for ADA funding in Submission 1.
HB 357 Star of Texas Award Business Validation Rules (Revisions) 9 Business Rule 42400-0066 Rule Text: If GRADE-LEVEL-CODE is "PK" and TOTAL-ELIGIBLE- DAYS-PRESENT is greater than "0000", then either LEP- INDICATOR-CODE should be "1", ECONOMIC-DISADVANTAGE- CODE should be "01", "02", or "99", MILITARY-CONNECTED- STUDENT-CODE should be "4", FOSTER-CARE-INDICATOR-CODE should be "1" or "2", HOMELESS-STATUS-CODE should be a value other than "0", or STAR-OF-TEXAS-INDICATOR-CODE should be "1". Business Meaning: A student that is reported with eligible attendance in TX-GradeLevel "PK" should be reported as one or more of the following: LEP, economically disadvantaged, military connected, a current or former foster care child, homeless, or the child of a Star of Texas Award recipient. Reason for revision: A child of a Star of Texas Award recipient is eligible for free public prekindergarten. Therefore, a campus may report eligible days present for these prekindergarten students in Submission 3.

USDA Changes for the 2018-2019 School Year 14 For the 2018-2019 school year, the Texas Department of Agriculture (TDA) has received a one-year waiver regarding the National Free and Reduced-Priced Lunch Program. For the 2018-2019 school year, the USDA has approved automatic free meal eligibility for all students attending state-funded prekindergarten programs operated under the administration of the Texas Education Agency Early Childhood Program.
USDA Changes for the 2018-2019 School Year 15 This includes Non-eligible prekindergarten students enrolled in a public prekindergarten (locally or tuition-based), 3-5 year old students receiving PPCD services, and 3-5 year old students enrolled, not in membership
USDA Changes for the 2018-2019 School Year 16 For State Compensatory Education allocation funding non-economically disadvantaged three-and four-year-old prekindergarten students would not automatically be included. For PEIMS reporting, LEAs will not code non- economically disadvantaged students as economically disadvantaged. TAA: Prekindergarten and the National School Lunch Program Guidance for 2018-2019
