Behavioral Health Updates (continued) Kim Batsche-McKenzie (Bureau of Children s Coordinated Health Policy and Supports) Meeting with MSU regarding pre-post data for children/youth involved in Evidence Based Practice Models to ensure that trainees (in the model) are implementing model and children/youth are getting outcomes anticipated in each model. Continue to move forward on the development of the MichiCANS and data dashboarding work. 5
Workgroup Updates: National Core Indicators (NCI) Overview of recent activity: At the January 26th NCI Advisory Council, the Human Service Research Institute (HSRI) and the National Association of State Directors of Developmental Disabilities Services (NASDDDS) presented an overview of NCI. Described the various NCI surveys, explained the survey update process, shared suggestions on how MI could use the data, and highlighted federal initiatives using NCI data) Presented 2021 survey results comparing Michigan data to National NCI national averages How this work improves the lives of people served (quality): Michigan has added to state-specific questions on Employment. The survey tool is being finalized with the additional questions for the 2022-2023 survey process. Impacts on PIHPs and CMHSPs operations: HRSI and NASDDDS offered suggestions on how PIHPs and CMHSPs could use NCI results to discuss and inform opportunities to improve the quality of adult I/DD services and supports. Next steps: This year s interview process will begin soon (interviews scheduled and conducted, data submitted for reporting). Next quarterly NCI Advisory Council meeting: April 27th 6
Workgroup Updates: Conflict-Free Access and Planning Workgroup Overview of recent activity: Draft workgroup timeline was approved by leadership and sent to members. CMH Directors and PIHP CEOs were updated on workgroup activities. MDHHS teams continue discussions to define options for implementation. How this work improves lives of people served (quality): Supporting MDHHS decision on implementation of CMS Final Rule Involving people served and system experts (workgroup) in decision support Impacts on PIHP or CMH operations: Ongoing involvement of workgroup members Downstream impact on operations depending on decision Next steps: Define potential options for MDHHS decision regarding CFA&P Prepare for User Testing of defined options 7
Workgroup Updates: Independent Facilitation Overview of recent activity: Convened the first meeting of the Independent Facilitation Stakeholder Group. This statewide group will focus on a few key items: draft an Independent Facilitator (IF) template agreement and invoice, Review IF roles and responsibilities, Review current IF statewide utilization to inform rates, and other issues (e.g. clarity on requirements for IF contracting). How this work improves the lives of people served (quality): Michigan Developmental Disabilities Institute (MI-DDI) is offering training (Dec 2022, May 2023) to increase the number of trained facilitators. MI-DDI is hosting webinars to increase IF awareness for people who receive behavioral health services, family members, and Support Coordinators/Case Managers (Nov 2022, Mar 2023, future dates TBA). A local CMHSP and disability group have requested an IF awareness webinar (Feb and Mar 2023). Impacts on PIHPs and CMHSPs operations: The process to identify, contract, and pay IF varies statewide. The IF Stakeholder Group activities could enhance the utilization of IF services. Independent Facilitation is a tool to address the CMS requirement of Conflict-free Case Management . Next steps: Online survey to identify Support Coordinator/Case Manager information needs for IF. The survey will be open until February 28th. Workgroup Updates: Developmental Disabilities Practice Improvement Team (DD-PIT) December 2022-January 2023 Overview of recent activity: Discussed a list of topics and possible action items for the upcoming year (2023) including Home and Community Based Services (HCBS) and the waiver renewal process, Conflict-free Access and Planning, Person-Centered Planning policy, 1915i enrollment process, Direct Care Workers, National Core Indicators, Michigan as a Technology First state, serve as a resource in the development of quality measures, and DDPIT as a resource to MDHHS Leadership How this work improves the lives of people served (quality): HCBS Full Implementation: Discussion of how this will be incorporated into the Site Review process; Final review is almost complete; MDHHS/BPHASA submitted a 6-month cap request for the intended timeline of transition from non-compliant to compliant Provide feedback on the Conflict-free Access and Planning timeline (Date: Feb 2023) and the proposed policy (Date: TBD) BPHASA/TBD Solutions provided a summary of the SIS Implementation feedback at the January meeting. BPHASA will share a draft of the updated Person-Centered Planning policy with DDPIT to gather feedback and input. Invite Children s Bureau to become a member of DDPIT Impact on Individuals who receive support Self-Determination Technical Requirements: Some CMHSPs are convening discussions with the perception that the document is open for discussion. BPHASA will share a communication to reaffirm the Technical Requirements are expected to be implemented. Mediation Services (Contractor: Oakland Mediation Services) is available statewide to support individuals in navigating the behavioral health system. Next steps: Reviewed list of 2023 priorities or actions items to determine DDDPIT (advisory, technical assistance, review, input) Monthly meetings: 2nd Wednesday at 1 pm 10
