NSF PIPP Initiative This initiative focuses on collaborative, fundamental research in biological sciences, social sciences, computer and information sciences, mathematics and engineering to tackle challenges related to the prediction and prevention of pandemics. Phase I: A solicitation for Planning Grants (Awards made in 2022) Phase II: Phase II Center Grants solicitation (NSF 23-608, discussed here). Note that submission or award of a Planning Grant is not required to participate in the PIPP Phase II Center Grants competition. 5
PIPP2 Center Themes (choose at least one for full proposal) Theme 1: Pre-emergence - Predicting and detecting rare events in complex, dynamical systems Theme 2: Data, AI/ML and Design - Computing, manufacturing and technology innovation for pandemics Theme 3: The Host as the Universe - Identifying host-pathogen tipping points that dictate control or spread of an infection Theme 4: Human Systems - The role of human behavior, activities and environments in disease emergence, transmission, and response or mitigation 6
PIPP2 Center Themes: Additional Tips These are broad themes The theme description in the solicitation is not comprehensive: we could not include all topics in a theme due to lack of space, not lack of interest For the LOI the theme is not required, but it is helpful to indicate it for NSF organization purposes Multiple connections between themes are OK (and almost a given) Choose the theme with the best center of gravity for the principal theme 7
Letter of Intent (LOI) due August 25, 2023 Required Must be submitted via Research.gov. You will not receive feedback. We use this for planning purposes. You will get a proposal ID number for your LOI (starting LXXXXXX), and this ID must be present on the cover page for the full proposal in the section entitled "Letter of Intent ID". PIPP@nsf.gov 8
Letter of Intent (LOI) (due August 25, 2023) As a multi-organization activity, a single, integrated LOI must be submitted by the lead organization. LOIs DO NOT have to specify a Theme but are encouraged to identify the theme in the title. You can change the Theme for the full proposal. LOIs will have the PI (1), co-PI (up to 4), Senior Personnel (up to 4) and institutions (up to 10). Note that for the full proposal, you can add more Senior Personnel and institutions ***The important thing is to submit it tied to LEAD institution*** 9

Synopsis research/goals of center (2,500 characters) ii. Other comments solicitation specific criteria (2,500 characters) 3. Optional Data Fields (requiredin Research.gov under Organization and Project Information ) i. Research Disciplines (255 characters) ii. Key References (255 characters) 4. List of PI (1), co-PI (up to 4), Senior Personnel (up to 4 just for LOI), organizations (up to 10 just for LOI)

Eligibility Information (See Solicitation) Lead PI: must be a faculty member or equivalent at the lead organization. Limit on Number of Proposals per Organization: ONE (1) An organization may submit no more than one Letter of Intent to this solicitation as lead organization. Limit on Number of Proposals per PI or co-PI: ONE (1) An individual may be designated as PI or co-PI (names that appear on the cover-page) on at most one full proposal to this solicitation. A researcher can be Non-lead Senior Personnel on more than one LOI and proposal 16
PI, co-PI, Senior Personnel Award will go to lead institution, which will make subawards to collaborating institutions ONE lead PI/institution submission (+ subawardees) FOUR additional co-PIs Additional applicants are considered "non-lead Senior Personnel (i.e., they are NOT on the cover page) 17

Center Proposal (See solicitation for detail instructions) NSF 23-608 Due December 8, 2023 Titles must begin with "PIPP Phase II: Theme n: " where n is the theme number that is the primary theme to which you are submitting. A single Excel file with information for PI, co-PI, and Snr personnel must include the NSF proposal ID. File should be submitted by email to PIPP@nsf.gov within one business day of the full proposal submission. 19
Key characteristics of a competitive proposal include A high-level view of the Center. A description (visual) of interactions among essential functional components that keep the Center connected and together providing a bird s-eye view of the Center-scale project envisioned. An ambitious and forward-looking scientific exploration. A catalytic force that: Builds a deeper understanding of foundational research issues; Innovates in a multitude of science and engineering fields within each theme; Provides use-inspired insights that accelerate translation of research results to practice with societal impact. 20
More Key Characteristics of a Competitive Proposal A research agenda that has: Foundational research on grand challenges in predictive intelligence for pandemic prevention Use-inspired, solution-oriented aspects of foundational research Diverse, multi-disciplinary, and potentially multi- organizational team. Appropriate expertise that is well-integrated in an interdisciplinary team that works across scientific, disciplinary, geographic, and organizational divides. Well supported and compelling research and management plans are essential. Clear metrics and milestones to evaluate the Center's performance. 21
