Enhancing Wagon Movement Reporting Under TAF

TAF Wagon Movement (WM) TSI TAF (version 2022), part 4.2.8: For the reporting of the movement of a wagon, data included in these messages must be stored and electronically accessible. They must be also exchanged within message on contractual base to authorised parties. Wagon Release notice Wagon Departure notice Wagon Yard arrival Wagon Yard departure Wagon Exceptions message Wagon Arrival notice Wagon Delivery notice Wagon Interchange Notice Under contractual agreement, the LRU must provide to the Customer the wagon movement information using the messages described below. These events may be stored in the Wagon and Intermodal Unit Operational Database. 1
TAF WM Issues Issues: No known implementation of WM messages 16 years after TAF issue Partly because TAF wording is still unclear and detached from reality No revision of the WM wording since 2006, only cosmetic changes TAF assumes specific message per event (useless, costly) Some events are not real, RUs need more and other events Wrong/not existing exchange partners (customers, LRU, WIMO) Same time, there exists ISR of RailData Central platform to exchange wagon movement messages Large number (now 25) of RU use ISR and more RUs are joining ISR WSM version 05 certified by EUAR as soft compliant WSM 60 uses TAF idents and can use also CRD location coding 2
What next with TAF WM? Both freight RUs and EUAR wish to modify TAF in order to ensure broad implementation of WM function to enable better services for customers. To achieve it, JSG decided to create specific Telematics Expert Group (TEG) for WM TEGs are permanent groups providing expertise to SMO and JSG for the TAF/TAP maintenance process TEGs are created when needed to gather expertise to resolve a matter JSG entrusted RailData to establish TEG 6 for WM (and TEG 5 for COM) This decision is supported also by EUAR as agreed on EUAR-RD meeting RD intentions: To analyze TAF chapter 4.2.8 and check with rail processes To correct TAF and align it with ISR as best and real practice To promote ISR & WSM as TAF sector solutions To propose Change Request for TAF text and related annexes 3
TEG 6 foundation Organisation setup: Terms of Reference: see JSG Governance ToR, Annex 2, part TEG5 RD will extend existing RD TAF expert meetings to be TEGs 6 (+5) Chair of the ISR expert group (P. ervinka) will chair TEG 6 Next RD TAF expert group meeting will include TEG 6 + TEG 5 TEG 5 + 6 first meetings date: Monday 26th of September 2022 (from 9 to 12, via Teams, detailed agenda will follow) Experts from other RUs (from all sector) are invited and welcome See the profile of desired TEG 6 members Tasks: Maintain and improve definitions and processes of the W.M. messages Maintain chapter W.M. in sector handbook RU- RU- Keeper communication 4
Profile of TEG 6 member TEG 6 member: Is nominated by their companies and/or organizations, members of JSG, with the decision-making capacity in the context of TEG 5 topics Is collaborator of an EU-based freight railway undertaking Is involved in rail freight IT and/or process development/support Knows the productional processes at least in his own company Has experience with the information sharing with other RUs Is ready to take part in the TEG 6 meetings about 4-6 meetings expected, about every 2 months, hybrid meetings via Teams, duration about 1-2 hours each Has basic knowledge of data management and XML data processing Has good knowledge of the TSI TAF, mainly of Wagon Movement Is ready to work actively, not just attend Is fluently English spoken (basic knowledge is OK) New TEG 6 members are welcome!
