Transforming Early Years Services in Cwm Taf: A Comprehensive Approach
Early Years Co-construction Project in Cwm Taf aims to reconfigure services, create a local Early Years system for 0-7 years, and improve coordination and integration. The phased approach includes defining, fact-finding, implementing evidence-based interventions, and final design. System-wide priorities identified include joint work with health visitors, Flying Start programs, transition between services, and measuring outcomes. A Maturity Matrix and Vulnerability Profiling are key elements to support early intervention and address developmental risks faced by children and families.

Early Years Co-construction Project Established in December 2017 and tasked to: Explore how early years services might be re-configured within existing budgets Explore what it will take to create an Early Years system locally (0-7 years). Work together to deliver services in a co-ordinated, integrated and timely way, including effective transition between services Focus on improving the co-ordination of services, planning, commissioning and identifying and addressing needs Identify barriers to integration and remove them
A phased approach Phase 1 Defining the Programme and Scoping the approach Phase 2 Fact Finding and mapping the current provision of services Phase 3 - Early Implementation (including design of evidence based interventions): Testing, Learning and Improving and Evaluation and Monitoring Phase 4 Final Design , Guidance and Delivery Phase 5 Wider roll out
Phase 1 & 2 Phase 1 & 2 of the Early Year s Co-construction Project are complete. The mapping exercise has identified a number of system wide priorities: Joint working with health visitors, Role and function of Team Around the Family (TAF), Flying Start vs. Non Flying Start Offer, Transition between services, Gaps in provision identified by mapping exercise, Outcomes how do we measure the success of any changes we make?

Vulnerability Profiling Creating an Early Years Vulnerability Profile to be piloted in Cwm Taf as a credible targeting methodology when used alongside Resilience Assessments to identify need. Consisting of a number of research informed indicators including Adverse Childhood Experiences, it will provide: Early identification of children aged 0-7 who are at risk of not meeting the developmental milestones necessary to progress effectively through the early years as a result of the socio-economic and health factors they and / or their families face . The use of data sets from a range of sources provides a rich picture of the challenges and barriers faced by families, identifies potentially vulnerable children and enables us to target early intervention support to prevent further risk An initial test Profile has been created within RCT and discussions are underway to incorporate Health data The aim is to establish a consistent approach to the use of Vulnerability Profiling across Cwm Taf as an identification tool to support the planning, development and delivery of services to individuals, families and communities
Next steps Both local authorities are in different stages of development, but... Share the same strategic direction integrated whole system approach across Cwm Taf. Project moving from concept into testing and practical implementation. Develop and finalise the outcomes framework. Information sharing agreements with Health in place. Detailed proposals for change by end December 2018 Commissioning from January to March 2019. Implementation April 2019, but ... Extent & timing of implementation may vary depending on risk and capacity for change
