  2. Points of Emphasis for Umpires Local leagues responsible for providing umpires according to brackets unless D44 is indicated. Meet your crew 30 minutes before game time. Give Announcer umpire names and positions ASAP. Secure game balls Be on the field for Introductions Conduct the plate meeting. Lineups, Equipment, Ground Rules, Sportsmanship. Leave the field when the game is over.

  3. TOC Rule Highlights Regular Season rules No local rules Continuous Batting Order for Minor/Major/Int./Junior RS balls ok Minors: 5 run rule in place until 6thinning. No ties. Protests go to D44 District Administrator. Game does not continue until protest is resolved.

Tournament Rules Differences Tournament Rules are for All-Stars Special Section of the Rule Book RS-T baseballs required One foot in the batter s box enforced Uncaught third strike enforced at all levels except 8- 10s. Courtesy runner (player that made the last out) for pitcher and catcher of record allowed with two outs

  5. Tournament Rules Differences (cont.) Managers and Coaches are not allowed to warm up a pitcher at home plate or the bullpen or elsewhere at any time. Pitching Rules (Days of Rest, etc.) essentially the same as regular season. Violations of pitching rules (using an ineligible pitcher) can result in the suspension of the manager. Forfeits can only be declared by Williamsport.

  6. Tournament Rules Differences (cont.) Only players, one Manager, and two Coaches can be on the field or dugout area. Includes pregame. There is to be no fraternization with fans. Mound Visits: 8-10 division same as Minors; all others like Majors and above. Mandatory Play: Offense: Continuous Batting Order is required each player required to bat in his/her respective spot in the order. Defense: Players can be entered/reentered defensively in the game at any time, though there is no minimum defensive play required.

  7. Tournament Rules Differences (cont.) 15 run and 10 run mercy rules apply. No 8 run rule. Starting in the 8th inning, start the inning with a runner at 2nd base (last out). Protests must be resolved before the next pitch or play. Phone call must be made to Protest Line in San Bernardino. Can escalate to Williamsport.

  8. Important Points Little League is a Leadership Program. Sportsmanship and a positive culture are vital. Being a good role model is more important than winning. What you do will stay with these kids forever. Umpires commit to giving their best game every day. For one team at every level, their season will go on to Sections, Division, Regional, and World Series (Majors and above)!
