  7. Discussion Points Who is NDVSB? Deployment of NDVSB/AAFES for Air Force First Look and Army First Stop Overview of NDVSB/AAFES eMarketplace Where do you fit and how do we help you grow? Q&A 7

  8. NDVSB Introduction For almost 20 years, NDVSB has supported private and public sector procurement processes through technology. What is Our Mission? Bring our NDVSB Supplier Partners more opportunities within Open Market, Local Base Awarded Contracts/BPAs, and Enterprise-Wide Sourcing Contracts/BPAs. How Do We Accomplish This Mission? Through the NDVSB/AAFES eMarketplace. The NDVSB Program builds capacity and resiliency through technology. 8

  9. What is the NDVSB/AAFES eMarketplace? National Diversity Veteran Small Business eMarketplace An eMarketplace available to all Federal Agencies that is used as a vehicle to centralize all purchasing and market research activity for an agency, base, or installation Fully deployed to DOD-Air Force Fully deployed to DOD-Army Features over 1000 product and service US based suppliers: Suppliers local to a base or installation Suppliers designated as a small business Suppliers with socio-economic statuses Suppliers that are AbilityOne Base Supply Centers Our Partner The Army and Air Force Exchange Services (AAFES - www.aafes.com/about-exchange) The NDVSB/AAFES eMarketplace and NDVSB Suppliers are supporting The Office of Management and Budget (OMB) and Department of Defense goals to boost Small Business involvement. 9

  10. NDVSB/AAFES eMarketplace for Army Army informed 24,000+ CONUS Cardholders, A/OPC s, & Billing Officials they are required to attend NDVSB/AAFES eMarketplace training. Mandatory sessions began the week of March 20th and occur through the end of April. NDVSB/AAFES eMarketplace is a government non-mandatory source with higher priority than other commercial open market sources like GSA or Fedmall. It is the first stop for open market spend, after mandatory sources. NDVSB/AAFES eMarketplace purchases helps the Army meet socioeconomic spend goals, which helps impact the local communities. Proceeds shared with AAFES go back to support MWR Programs. Use of this eMarketplace is a Public policy objective of the Army. The benefits of using NDVSB/AAFES eMarketplace is a one stop shop to help the quota; purchase through local suppliers, base supply centers and get the credit for these purchases. Plus, this puts dollars back to MWR a very big win-win-win. 10

  13. Where Do Suppliers Fit In? DOD Enterprise Wide Vehicles CONUS / OCONUS reach Highly competitive Industry leading capabilities Indefinite Delivery Indefinite Quantity Multi-award Negotiations On/off ramping Complexity Higher competition Request for Proposals Longer acquisition timelines Contracts T&C dependent on value Repeat buys / invoicing / customers / products Blanket Purchase Agreements Minimal T&Cs One awardee Purchase Orders GPC Single transaction >$250K <$10K >$10K - $250K Value 13

  14. Stakeholder Feedback NDVSB/AAFES eMarketplace has so many more benefits to Army versus Fedmall and GSA Advantage. Orders count to our quota for socioeconomic status, but money also goes back to MWR Patrick Morris, Procurement Analyst, GPC Office, ACC New Jersey I'm here to help and want our small business numbers across the enterprise to increase. The platform is definitely the tool to get us there, and if we can get the small business leadership engaged, I do believe it will be a win, win. - Tammie Umsted, AOPC GPC/Contract Specialist, Edwards AFB You've cut down a lot of our work already, but the fact that these are already vetted, small businesses who have an 889 so we don't have to go and do that work....This is just going to make my life a lot easier - Darrell Sparks, Edwards AFB Again, thanks for the training. We look forward to making a great contribution to this program. - Rene Roman, GPC Manager, Plans and Programs Flight, MacDill AFB We like the fact that suppliers have their 889 forms readily accessible. That s the one thing we have difficulty on other avenues so that's a really big plus. Easy & user friendly! Sandy Peterson, MacDill AFB In comparison to other platforms - when Amazon was first briefed to us, we didn't have any visibility for specific reporting. To see the reporting capabilities here (NDVSB) that is great for us and we will push the cardholders with this direction -James Krempasky, Flight Chief, MacDill AFB There are many programs rolled out by the Air Force. I spent time researching and reading up on your program, and I really believe in this - Ronnie Hobbs, Small Business Director, Tinker AFB Yes, the training went well. Nothing less than great: right amount of information, timing and clear in the usage of the system. Thank you for your support and draft templates. My primary GPC lead is extremely happy and looking forward to seeing this tool benefit Dyess AFB . - Bennie Simmons, Dyess AFB 14
