  2. Objective Ensuring Optimum Quantity and High Quality for Construction of Better Infrastructure in Uttar Pradesh by Implementing Fast and Transparent Governance System. 2

  3. Manual Process Time required to do things manually much higher than computerised systems. Manual process takes anywhere from 2 weeks to few months. Malpractices resulting to corruption, misplacement of records, wrong recordings, etc. Prone to errors and human mistakes. Loss of invaluable time and resources. 3

  4. E-Budget (Vishwakarma) Subsequent to sanction, communication of approvals and allotments to concerned zone, circle and divisional office made online. Online generation and sequential submission of demand (BM-15) from divisional office through SE and CE to headquarter. Financial data starting with sanctioned cost, allotments, expenditures and demands recorded, eliminating any chance of error. Realtime head-wise compilation of demands at headquarter. Better budget planning and management. Transparency in demand and allotment. 4

  7. Security The software is hosted on departmental server. All data and software licenses are owned by department. The software is independently audited and certified by government approved third party for security. Mandatory periodic audits shall be conducted. Periodic backups of database and software. Redundancy due to Meghraj cloud. 7

  8. Implementation in PWD Data collection of running works. Pilot project with a division of Lucknow, roll out on successful completion. Instructions and Manuals. Training-cum-support for 3-months in all 18 zones simultaneously. Helpline for resolution of issues after training period. Additional resources (computers) to divisions. 8

  9. Way Forward Integration with Prahari -the Bid Evaluation System for dynamic assessment of balance bid capacity of bidder. Estimator - for online preparation, scrutiny, submission of estimates from division level to headquarter level. BOQ for eMB will generate automatically. Integration with Accounting System all accounts forms to generate from the Chanakya inputs. Online Payments. Integration with GIS. 9
