Advocate for choice in BC education Advocate for policies/legislation/orders that allow independent schools to foster their community s unique mission. Advocate for fair and equitable treatment in financial matters (per student funding and supplemental grants). FISA Exists to: FISA Exists to: Enhance relationships with independent schools, the Ministry of Education staff, BC politicians and the leadership within the other education partner organizations within BC. Facilitate a proportional voice for independent schools on K-12 provincial committees.
Dispel misinformation and misperceptions of independent schools and forge mutually beneficial relationships that benefit the public good. FISA is non-partisan, secular, thoughtful, persuasive and persistent with our engagement with government.

Parental choice in education United Nations Universal Declaration of Human Rights - Article 26 Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit. Key Values Key Values Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms. It shall promote understanding, tolerance and friendship among all nations, racial or religious groups, and shall further the activities of the United Nations for the maintenance of peace. Parents have a prior right to choose the kind of education that shall be given to their children.

There are 6 Rapid Response Teams serving the K-12 sector in the province. 5 public school RRTs. FISA coordinates the RRT for all independent schools throughout the province and for all 5 health regions. ISRRT Site Assessments Sept. 1 Dec. 10, 2021 9 site assessments conducted - 3 virtual & 6 in-person assessments Recommendations - Reduce congestion (entryways, cubbies, lockers) - Avoid face-to-face & shoulder-to-shoulder seating- when unavoidable install plexiglass barriers - Educate community as to the importance of consistent daily health checks - Isolate individuals who become ill at school - Freshen health & safety signage frequently - Label all cleaning supplies (e.g. classroom spray bottles) and use per instructions - Strive for full mask compliance - Refrain from PE activities where students breathe into another person s airstream ISRRT ISRRT Site Site Assessments Assessments
The principal/head of school must be the Safe School Coordinator and have up to date (within 3 school years) Basic Violence Threat Risk Assessment (former Level 2) training the Overview course. A school must have access to a second person trained in Basic VTRA and someone with Basic Digital Threat Assessment(DTA) training. This requirement can be met through someone within the school, within the authority, or through a FISA association. FISA is grateful that the Ministry of Education has provided independent schools with a grant of $472,290 for Mental Health and Well-being initiatives for this year. This is the 4th year of substantial Ministry support that has funded: o Regional Pro D sessions covering; Trauma Informed Practice, the wellbeingbc.ca website, MDI participation and use of the data reports o MDI participation for grade 4 & 8 independent school students o FISA contracted for a part-time Mental Health Coordinator position till June 2025 o FISA associations have been allocated direct funding for school/association level initiatives o FISA is hosting upcoming mental health and wellbeing focused webinars Mental Health Mental Health and Well and Well- - being being
K 12 International student enrollment has declined substantially 2019 20 when over 20,000 students were enrolled in the BC K-12 system. The impact on international travel due to the pandemic saw international enrollment numbers drop: ~ 11,000 students in 2020 21 ~ 14,000 for this school year International International Education in Education in Independent Independent Schools Schools All schools are encouraged to regularly review and update their international student and homestay policies. The MoE has a homestay guideline resource available online
1. An ongoing goal for FISA is to develop a protocol for funding on-reserve First Nations students attending independent schools, specifically for on-reserve First Nations students with Special Needs. 2. Engage with the Ministry to provide independent schools with required support as they pursue Truth and Reconciliation initiatives. 3. Facilitate data collection and research that supports independent school s and sector- level goals to improve student achievement and educational best practices. Pursue continued partnership with the MoE to provide future Pro D focusing on supporting the meaningful implementation of Indigenous Learning Principles in independent schools. 2022 5. Provide support for independent schools within a pandemic environment and into the upcoming recovery stage. 6. Serve on provincial COVID-19 committees and provide proactive and responsive support to schools through the ISRRT.
7. Advocate for proportional independent school representation on Ministry committees and working groups to ensure an equitable independent school voice is included in their important work. 8. Develop a proactive FISA succession strategy to address Board member and Office personnel transitions over the next five years. 11. As required, develop policy templates and best practices guidelines for independent schools. 12. Strengthen FISA s relationship with provincial education partners (PEGs), the Ministry of Education and elected MLAs.
COVID-19 has dominated a lot of the work in the K-12 sector over the past 18 months as the PHO, Ministry of Education personnel, FISA and school leaders strive to provide safe, high quality learning environments for students and staff members. Secured proportional funding for mental health support for independent schools, Provincial Outreach, FSA marking training, ERASE training and the ISRRT. Facilitated independent school access to Make a Future, MyEdBC iGroup, District Authority Scholarships. Working closely with the MoE and the TRB/TCB towards streamlining the application process.
Facilitated PIOS engagement in online consultations and advocate for educational choice for BC s online learners. Provided an independent school voice on many committees, advisory groups, working groups, roundtables and boards. continued continued Facilitated mental health and wellbeing outreach to independent schools.
