EU Competency Framework for ERDF/CF Management & Implementation
This EU Competency Framework, developed by DG Regional and Urban Policy, provides a comprehensive approach to assessing competencies for managing and implementing ERDF and CF. It includes self-assessment tools, identifies competency gaps, offers blueprints for training programs, and covers all key institutions involved in the process. The framework outlines steps for starting self-assessment, assesses operational and management competencies, and allows staff to evaluate their proficiency levels. Results are generated using an Excel-based semi-automated tool, providing a summary for individual development needs.

Recommendations for MS Implement the Competency Framework and the Self- Assessment Tool in relevant institutions as instruments feeding into relevant capacity building measures Improve knowledge sharing within administrations and complete the tools and learning options with a map of staff's competencies Consider competency based approaches in ESIF management and implementation 7
Recommendations for the EC Draft a road map to promote the use of the Competency Framework and the Self- assessment tool Improve user- friendliness of the self- assessment tool (e.g. develop a web-based IT tool) Establish a helpdesk to provide assistance to users, gather feedback and upgrade the tool 8
