ESIF 2021-27 the context 392 billion almost a third of the total EU budget - has been set aside for Cohesion Policy for 2021-2027 Funding priorities: More competitive and smarter EU, through innovation and support to small and medium-sized businesses, as well as digitisation and digital connectivity Greener EU, low-carbon and resilient More connected EU by enhancing mobility More social EU, supporting effective and inclusive employment, education, skills, social inclusion and equal access to healthcare, as well as enhancing the role of culture and sustainable tourism Closer to citizens EU, supporting locally-led development and sustainable urban development across the EU
ESIF 2021-27 the context Cohesion Policy is delivered through specific funds: European Regional Development Fund (ERDF), to invest in the social and economic development of all EU regions and cities. Cohesion Fund (CF), to invest in environment and transport in the less prosperous EU countries. European Social Fund Plus (ESF+), to support jobs and create a fair and socially inclusive society in EU countries. Just Transition Fund (JTF) to support the regions most affected by the transition towards climate neutrality.
ESIF 2021-27 the context The ESIF Common Provisions Regulation 2021-2027 states Provisions on simplified selection for Seal of Excellence and Horizon Europe co-funded partnerships as well as Institutionalised Partnerships. The provision of support for operations that have already received a Seal of Excellence or were co-funded by Horizon Europe with a contribution from the Funds should be facilitated. Conditions already assessed at Union level, prior to the attributing of the Seal of Excellence quality label or the co-funding by Horizon Europe, should not be assessed again, as long as the operations comply with a limited set of requirements established in the Regulation.
ESIF 2021-27 the context The managing authority may decide to grant support from the ERDF or the ESF+ directly, provided that such operations meet the following requirements: they comply with the programme, including their consistency with the relevant strategies underlying the programme, as well as provide an effective contribution to the achievement of the specific objectives of the programme; operations which fall within the scope of an enabling condition are consistent with the corresponding strategies and planning documents established for the fulfilment of that enabling condition; fall within the scope of the Fund concerned and are attributed to a type of intervention.

ESIF 2021-27 the opportunities EUROPEAN TERRITORIAL COOPERATION INTERREG PROGRAMMES Operational Programmes already available - some examples: INTERREG EUROPE; INTERREG ALPINE SPACE; INTERREG CENTRAL EUROPE Others in the preparation phase expected to become operational in second half 2022 FOCUS ON PO 1 AND PO2 reinforced collaboration amongst innovative SMEs, start-ups and clusters; research centres to reinforce the eco-system for innovation
ESIF 2021-27 the Ligurian experience The newly set-up FONDO TECHNOLOGY TRANSFER POLO ROBOTICA, set up to valorize the outcomes of research in the robotic field arisen in the Robotic Cluster, the first out of 6 national tech transfer cluster PRE-SEED (PROOF OF CONCEPT) / SEED FINANCING 38 ML PROVIDED BY CDP TECH TRANSFER VC FUND (EIF) 3 ML REGIONAL GOVERNMENT RESOURCES The integration of ERDF and ESF to support the business creation, with reference to the regional S3 The cross-border cooperation to define a common measures under ERDF to support innovation driven investments in the SMEs of the French and Italian bordering regions
