K- 5 Plus Program Requirements Following K-5 Plus statute Program is implemented school-wide. (Each grade level at a school offers at least one section.) Student will remain with same teacher and cohort for the remainder of the SY. K-5 Plus is conducted for 25 days before the beginning of the school year 4 Investing for tomorrow, delivering today.
K- 5 Plus Program Requirements For fiscal year 2021, in approving schools for participation in the K- 5 plus program, the public education department shall prioritize approval for school districts or charter schools that provide the program to all elementary students. For fiscal year 2021, the secretary of public education may allow an elementary school with at least eighty percent of students that participate in the K-5 plus program staying with the same teacher and cohort of students during the regular school year to be eligible for K-5 plus program units in fiscal year 2021. 5 Investing for tomorrow, delivering today.
K- 5 Plus Program Requirements - continued Funded for the K-5 plus program is based on the total average number of elementary school students enrolled on the second and third reporting date of the 2019-2020 school year multiplied by the cost differential factor of three-tenths and funded through SEG According to New Mexico Administrative Code (6.30.12 NMAC) K-5 Plus programs need to administer common screeners for literacy and numeracy: - at the beginning of the K-5 Plus program - at the end of the K-5 Plus program - at the beginning of the regular school year - at the middle of the regular school year - at the end of the school year Investing for tomorrow, delivering today. 6
A Review of FY 21 programming Option 1 program is implemented LEA wide (every student participates) PED is counting the first 15 days of SY as program days. (OR program is conducted for 15 days only as per special session bill, secretary could wave up to 10 days.) Option 2 traditional program requirements of 25 days but days can be at LEA discretion throughout or at end of SY (flexibility of days ONLY for SY 21) students participate on a voluntary basis NOT all schools/students in a district have to participate. 7 Investing for tomorrow, delivering today.

Funding for FY 21 Option 1 Funded based on 40th Day Membership Option 2 Funded based on projections until 3rd reporting period Fund all districts according to their projections for now. Application process SY 2021-2022 At this point there will be no scheduling flexibilities for K-5 Plus in SY 21-22 LEAs submitted a NEW PROGRAM MEBERSHIP FORM 2021 Certification in October. Existing/continuing programs will be funded on previous year s numbers, NEW programs will be funded on projections. In the following years, all programs will be funded on the average of students coded as K5P in STARS for 80D and 120D submission windows. 10 Investing for tomorrow, delivering today.

Proposed Changes to K-5 Plus Program All programming to begin on/after July 1 Flexibility for LEAs to conduct the required 137.5 hrs (25 days X 5.5 hrs/day) with instructional hr equivalent. Allow, as previously, 20 days at 6.88hrs. Flexibility for the teacher mandate. Funding criteria for students minimum number of days attended. (10 days for 20 day programs/ 12 days for 25 day programs) 13 Investing for tomorrow, delivering today.
