WBF INTRODUCTION WBF INTRODUCTION WBF - a Regional Mechanism established in 2015 by the Ministries of Foreign Affairs of Albania, Bosnia And Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia Mission - The Fund accomplishes its mission through support to common regional projects, at people-to-people level, creating the conditions to share mutual experiences, values, traditions and culture, in a regional perspective. * This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence

INTRODUCTION INTRODUCTION WBF has introduced a trust-building partnership approach encouraging relevant Strategy 2020-2024 actors to actively engage and create new SG: A responsive, context-driven, measurably high impact regional cooperation programme synergies at regional level; Based on its Strategy, WBF has created the SO1 Diversified and segmented grants programme portfolio structure that allows for a more comprehensive approach in Grant Management, providing specific tailored grant mechanisms reaching out to a wider group of stakeholders and demographics.

INTRODUCTION INTRODUCTION DGP branded as WBF MOVE Grants: Mobility, moving synergies, mindsets, cultures, and ideas, bringing positive change for the region and building social infrastructure for solid partnerships. WhyMOVE? From WBF perspective The new should reflect the capacity of WBF to better position as a key regional player, move forward and captivate in real time the dynamic context of the region and the needs of the civil society community and citizens. From beneficiaries perspective it reflects progress and challenge in moving towards better regional cooperation by the movement of mindsets, ideas, perceptions and uprooting negative prejudices and embedding new grounds for cooperation. supporting instrument

  5. WHY MOBILITY AND MATCHING ? WHY MOBILITY AND MATCHING ? WBF MOVE Grants shall serve as an umbrella for different types of grant mechanisms which will kick start with Mobility and Matching Grants. Highly needed. Current context in the region: Lack of support for mobility and matching grant schemes in the region; Both fully complementary to the Annual Call of WBF and are designed in way not to overlap or shadow the Annual call; Are in line and fully contribute with the strategic goals and objectives of WBF and the common political processes of all 6 Contracting Parties (EU Integration, Berlin Process); Can be financed under the WBF 2023 annual core budget. The financial allocation for WBF MOVE Grants shall be 250.000 EUR; Contributes to the promotion and communication campaign also of WBF profile as a needs-driven and responsive organisation which contributes to peace and cooperation through a comprehensive approach. Considered with very high interest in the region (data from surveys);

MOBILITY GRANTS MOBILITY GRANTS Mobility Grants - access to movement and participation to a wide range of initiatives/activities with the aim to ensure professional and personal exchange of experiences in a certain area. Mobility Grants shall be accessible to individuals from Western Balkans CPs and Civil Society Organisations under specific eligibility and evaluation criteria. For individuals grants may be up to 5.000 EUR For organization grants may be up to 10.000 EUR Under Mobility Grants, parties from at least two Contracting Parties shall be involved. The involvement of more than two CP shall be additionally scored. Under Mobility Grants, activities with high regional relevance or impact, or with potential of establishing or strengthening intra-regional partnerships shall be highly scored.

MOBILITY GRANTS MOBILITY GRANTS MOBILITY - increasing participation, exchange, building networks and boost regional cooperation - cross-border mobility of people in the region, providing more opportunities and access to better address the needs and potential of actors in the WB region Eligible applicants: Natural persons, citizens of WB6 Contracting Parties, part of a legal non-public or public organization, coming from one or more of the Contracting Parties of the WBF. Public or non-public legal entities established in one or more of the following WBF Contracting Parties, non-profitmaking organizations CSO/NGO, educational institution such as university/faculty , school, institute, library, research center, academy of science/music/arts, and, media outlets and journalists associations, institution of culture or sports, a business association

  8. MATCHING GRANTS MATCHING GRANTS Matching grants - require the applicant to ensure additional funds from other regional organisations to the running/planned project or activity already funded. These types of grants aim at complementing, enhancing or strengthening organisation s capacity to upscale from local to regional, multiply results or strengthen impact at regional level of a certain running or existing project/activity. Matching Grants shall be accessible only to Civil Society Organisations under specific eligibility and evaluation criteria. Up to 50% of the budget of the action may be financed under WBF Matching Grants. Up to 10.000 Eur Under Matching Grants, parties from at least two Contracting Parties shall be involved. The involvement of more than two CP shall be additionally scored. Under Matching Grants, activities with high regional relevance or impact, or with potential of establishing or strengthening intra-regional partnerships shall be highly scored.

MATCHING GRANTS MATCHING GRANTS MATCHING - financial support for organisations active in the WB region which aim to further upscale from local to regional, - strengthen or extend the impact, ensure additional results and create additional value to boost regional cooperation and people to people links Eligible applicants: Public or non-public legal organisations, established in one or more of the following WBF Contracting Parties, non-profitmaking organizations CSO/NGO, educational institution such as university/faculty , school, institute, library, research center, academy of science/music/arts, and, media outlets and journalists associations, institution of culture or sports, a business association

  11. MANAGEMENT OF FUNDS MANAGEMENT OF FUNDS MOBILITY AND MATCHING GRANTS for ORGANISATIONS The grant shall be disbursed in two tranches: 80% as pre-payment upon submission of required documents and signature of grant contract 20% second tranche will be disbursed upon submission of required final documents The size of the second tranche depends on the overall turnout of participants as reported.

  12. ACTIONS ACTIONS The action may be composed by one or a set of activities (max. 3 activities); Actions must have clear regional relevance; Envisaged action duration is limited up to 6 months; The action should take place in Western Balkans region; In exceptional situations, with regard to the promotion of highly effective models/cooperation of the region, location of activities beyond WB might be considered.

MOBILITY MOBILITY - - TYPES OF ACTIVITIES TYPES OF ACTIVITIES - PARTICIPATION - Learning or professional internship; Summer or winter professional, educational or sports camps; Cultural and artistic residencies; Capacity building activities (Trainings, formation courses, academies) Representation and presentations of papers, studies, research work, articles, documentaries, films, books, other creative artistic and cultural works, best practices in regional activities Representation in championships, marathons, or other activities which promote sports, scientific or education (not for national representatives); Exchange visit/s for sharing practices Representation in fairs, promotional activities for regional originated products or services; Study Visits Representation in festivals, concerts and other cultural or artistic events; Establishment or strengthening of partnerships with regional relevance.

MATCHING MATCHING - - TYPES OF ACTIVITIES TYPES OF ACTIVITIES - ORGANISATION - High-level events, awareness raising and communication activities Representation in festivals, concerts and other cultural or artistic events; Presentations of papers, studies, research work, articles, documentaries, films, books, other creative artistic and cultural works, best practices; Summer or winter professional, educational or sports camps; Representation in championships, marathons, or other activities which promote sports, scientific or education; Community building and exchange of good practices; Study Visits;Capacity building activities (Trainings, formation courses, academies); Representation in fairs, promotional activities for regional originated products or services; Establishment or strengthening of partnerships with regional relevance. Preparation of studies, analyses, surveys.

  15. ELIGIBILITY OF COSTS FOR MOBILITY ELIGIBILITY OF COSTS FOR MOBILITY MOBILITY Transportation and travel insurance costs Accommodation Allowance (Food and internal transportation costs) Fee or entrance ticket for participation in activities Bank fees (if applied) Eligible costs must apply the rules of WBF in regards to financial estimations and maximum cost ceilings indicated in the budget form (Annex B )

  16. ELIGIBILITY OF COSTS FOR MATCHING ELIGIBILITY OF COSTS FOR MATCHING The total budget of the project consists of the grant awarded fund and co-financing from its own contribution or other donors funds.

  17. APPLICATION, EVALUATION & SELECTION APPLICATION, EVALUATION & SELECTION Application, Evaluation and Selection procedure: The WBF MOVE Grants Mechanism shall open three times: in March, June and October. The online grant management system shall open three times a year, and applications may be sent within a month. Evaluation & Selection notification shall take up to two months (including the approval from the CSOs and endorsement by Conference of Ministers of Foreign Affairs).

  18. PARTNERSHIP PLATFORM PARTNERSHIP PLATFORM WBF has set up a page on Facebook called the Partnership Platform to assist organizations looking to apply for funding to find potential partners for their projects. The page, which can be accessed at https://www.facebook.com/groups/WBFPartnershipPlatform/, allows applicants to post messages and connect with others who are also searching for partners. All communication on the page should be conducted in English language.
