MSA with Postbank Due to liquidity concerns, the contract between SAPO and SASSA for the payment of social grants was ceded to the Postbank in October 2022 Postbank was only given 3 months to prepare themselves for taking over the contract, and remains heavily reliant on SAPO for services which have challenges at present Reliance on SAPO remains a concern for DSD and SASSA and we ve been in constant engagement with the Postbank around alternatives to mitigate this challenge Options cover approximately 98.5% of our clients. Remaining 1.5% who live in far flung areas remains a challenge, and are still reliant on the cash pay point services provided by Postbank. Discussion are being held across government 10

  11. MSA with Postbank Postbank had challenges with SASSA cards that were due to expire. Permission was receive from the Payment Association of South Africa (PASA) to electronically extend the expiry date on the card to December 2023 Over 4 million cards that were due to expire between March and June. Clients don t need to panic. Even though there is an expiry date printed on their cards, these cards will still work in ATMs and at merchants. Communications have also gone out to all banks and their merchant networks to inform them that the cards will remain valid until December 2023 Extension provides Post Bank time to roll out new cards. SASSA will monitor Post Banks plans to issue new cards to their clients. Minister of DSD is in communication with the Minister of Communications and Digital Technologies with regards to progress 11

Client Payment Options All client payments will be processed as normal, and funds are safely stored in the client s bank accounts Options available SASSA Gold Card (Expires in Dec 2023); or Make use of the cardless withdrawal option provided by Postbank or Clients can also utilize the services of another bank by changing their payment method at their nearest local office Social grants recipients who choose to get their social grants payment through their personal bank account must bring along the following documents to SASSA: Proof of bank account received from the bank or Three months bank statement that depicts the personal details of the client such as names and bank accounts Proof of Identity 12

SASSA MITIGATION PLAN Region s mitigation plan is as follows: Dedicated queues for changes to banking details or inquiries Extended operational hours Extended system operations Additional staff Service points Prioritize power support Outreach programs to increase footprint Stakeholder communication and engagements Communication plan for beneficiary education 13

  14. Remedial Action to Bank Changes and Enquiries Card expiry date extended The SASSA/SAPO gold cards will no longer expire as anticipated until December 2023. Alternative method of payment SASSA continues to inform beneficiaries of their right to choose alternative methods should they want to do so. Extended service hours Service hours are extended from 07H00 till 18H00 from May till June 2023. This is to accommodate beneficiaries that want to submit their requests for method of payment and to also enable the SASSA officials to capture all the bank forms on time for the next payment cycle Monitoring of SAPO Branches There is continued monitoring at SAPO Hot Spot branches in order to assist beneficiaries that have payment queries. 14

Qualification Criteria A special COVID-19 Social Relief of Distress of R350 per month for distressed individuals will be provided as per the following criteria: South African Citizen, Permanent Resident or Refugee registered on the Home Affairs database; a holder of a special permit under; the Special Angolan Dispensation/ the Lesotho Exemption Permit dispensation /the Zimbabwe Exemption Permit Dispensation / an asylum seeker whose section 22 permit or visa is valid; Resident within the borders of the Republic of South Africa; Between the ages of 18 and 60; Has insufficient means; (income threshold above R624 - Means Test) Not receiving any adult social grant on behalf of himself/herself Not receiving unemployment insurance benefit and does not qualify to receive unemployment insurance benefit; Not receiving a stipend from the National Student Financial Aid Scheme; and Not resident in a government funded or subsidised institution. Declaration and Consent Form signed by applicants

  34. HISTORIC PAYMENTS Historic payments are made every month after the monthly pay period payments are completed Thus far the average payment percentage since May 2022 is almost at 90% to 95% of clients being paid per month Payments that could not be done for the specific approval month are due to amongst others the following: a) Payment details changed and new account pending bank account verification New accounts submitted are sent daily for account verification to National Treasury who submit such to the banks for verification. Standard time to receive response from the banks through National Treasury is 3 - 5 days, however some banks may take longer due to internal verification controls Accounts not verified are re-extracted every 5 days by SASSA and resent for account verification to National Treasury.

  35. HISTORIC PAYMENTS continue b) Referred cases These are approved applications that cannot be paid due to a challenge with identity verification i.e. ID number has been confirmed to have been used in fraudulent matters such as Identity theft These clients are sent a SMS message with a link that the client must use to confirm their identity c) Payments returned by the bank due to challenges with a bank account (EF70) Most common reasons are account closed, account does not accept credits, account pending FICA Affected clients are sent a SMS message to resolve the issue with banks and then to re-upload the account or a new account Average cases as such are about 0.15% of the total approved applications per month

  36. HISTORIC PAYMENTS continue d) Cash send clients There are currently over 350 000 clients awaiting payment from this channel since August 2022 Procurement process are being concluded to reactivate this payment channel There was initially over 500 000 clients but the number was reduced due to the below interventions Clients who responded to the communication sent to upload their own bank accounts Collaborations with some of the banks to assist whilst procurement processes are still being concluded. This process saw over 100 000 clients per month being paid (for the months of August 2022 to December 2022). Payment was made for all these months in December 2022. Additional payments will be made in February 2023 for January and February 2023 as well as some of the historic periods (August 2022 to December 2022).

  37. HISTORIC PAYMENTS continue e) Post bank clients There are 489 837 clients awaiting payment from this channel These are largely clients who were not recipients of the grant prior to April 2022 who have now selected this Post Bank channel. With the new method of disbursement through retailers implemented since April 2022, Postbank is unable to do FICA processes which is a banking requirement which SASSA is obliged to follow. SASSA is thus forced to ensure that the identity of the account holder is confirmed.
