ENERGY STAR Specification Development Process 5
Definitions Sleep Mode - EPA has clarified the following: Resume-time requirements are not applicable to workstations For workstations capable of ACPI system level S4 (hibernate), this state most commonly correlates with sleep mode for testing purposes 6
Internal Power Supply Requirements Reverted IPS requirements below 500 watts to 80Plus Bronze equivalent while retaining existing 10% load point requirement Many products in this category cannot meet 80Plus Silver equivalent but are more efficient at 10% loading point than products listed as 80Plus Bronze Forcing adoption of 80Plus Silver equivalent would reduce efficiency at 10% load in aggregate, a detriment to low load efficiency which is more relevant in smaller power supplies. EPA encourages partners to continue innovation on efficiency in low loads of 10% (and less when feasible). 7
Certification Criteria TEC Requirements Base Allowances: The EPA has worked with ITI over the past couple months to address several data quality issues and also significantly expand the size of the EPA data set with many more non-certified configurations Changes to the data set in conjunction with changes to the functional adders have yielded new base allowances The expanded data set also covers a larger variety of configuration types for both certified and non-certified models currently available on the market 8
Certification Criteria TEC Requirements Functional Adders: The EPA received feedback suggesting the update of several existing functional adders to better align with current technology. Those changes include: Memory Adder Reintroduced for notebooks and simplified / reduced for notebooks and desktops Switchable Graphics Cut by more than half for both notebooks and desktops Integrated Display Revised to align with new notebook mode weightings introduced in the Draft 1 specification Mobile Workstations Increased based on the changes to the notebook base allowances and functional adders in the Draft 2 specification Enhanced Performance Display Simplified and reduced for larger screen sizes 10
External Power Supplies The EPA is aware of new regulations in the EU allowing for shipment without EPS for smaller electronics. The Agency still has the following concerns regarding removing the current 35 watt limit for shipping without an EPS: The market current implements multiple charging cord types The market current sells EPS at a variety of wattages. Mismatching an EPS and notebook can result in Potential safety concerns An older EPS being used with a newer device where the EPS does not provide sufficient power to realize the full capability of the product when plugged in 12
External Power Supplies ENERGY STAR is a US based program and intends to retain the existing 35 watt requirement until further industry harmonization in both connection type and EPS power delivery levels occurs. The Agency maintains concerns about potential EPS / notebook mismatches if customers attempt to re-use older EPSs. It s also not clear what existing notebook use cases are supported by shipping without an EPS in the current market for most customers. ENERGY STAR does not prohibit partners from shipping products that meet certification criteria from shipping in the EU without EPSs. 13
Timeline and Next Steps The EPA does not intend to publish a Draft 3 specification given the limited open items remaining in this specification revision process. The EPA continues to work towards a goal of completing the Version 1.0 specification in Q3/Q4 of 2024, with a targeted effective date of Q2 2025. 14
