Request for Proposals for Medium Capital Projects North Carolina State Statutes authorize Wake County to collect County-wide Prepared Food and Beverage and Occupancy Taxes These taxes provide revenue to enhance meeting, arts, cultural, and sports investments across the county for visitors and residents. These revenues are governed by a series of agreements between Raleigh City Council and Wake Board of Commissioners

Request for Proposals for Medium Capital Projects 21st Amendment to Interlocal Agreements approved in 2019 Committed $46.6 million to support Medium Projects Competitive process to be jointly conducted by City and County led by County Decisions to be made by Raleigh City Council and Wake Board of Commissioners Medium projects must have a total capital value of $20M or greater Smaller projects can participate in Small Projects process to be conducted mid- 2020 Funding available for capital only, no operating

  12. Evaluation Process Team members review each proposal Team members receive presentation from all proposers Team will develop consensus score for each project based on submittal requirements Consensus scores will be shared with elected officials at Work Sessions 12

  13. No Contact Prior to Submittal In regards to RFP, proposers shall initiate no contact, either written or verbal from RFP release date to date of recommendations to elected boards with: Raleigh City Council Members Wake County Board of Commissioners Wake County or City of Raleigh employees involved in process (except Denise Foreman) Members of Evaluation Team May result in disqualification from project award

  14. Submittal Submit a single bound copy and electronic version on flash drive Proposal to be delivered to: Tom Wester Wake County Finance Procurement Services Wake County Justice Center 2nd Floor 301 S. McDowell Street Raleigh, NC 27601 Due by 3:00 pm on February 13, 2020 All submittals are public record and will be available for February Work Sessions

  15. Project Funding Agreement Once the Raleigh City Council and Wake Board of Commissioners vote, staff work with organization(s) on Funding Agreement Key terms include: Scope and description of project Funding for project (all sources) Conditions precedent to funding Timeline Performance goals/Reporting requirements Interruption of project operation after completion
