  3. Research Grants Council of Hong Kong Preliminary Proposal Stage Assignment of preliminary proposals by Subject Panel Chairman / Theme Convenor to Readers Each proposal evaluated by three Readers Shortlisting of proposals to full proposal stage

Research Grants Council of Hong Kong Full Proposal Stage Formation of 3 Sub-Groups: (1) Business Studies, Humanities and Social Sciences (B&HSS), (2) Engineering and Physical Sciences (E&P) and (3) Biology and Medicine (M) Assignment of full proposals by Subject Panel Chairman/Theme Convenor to Readers of Sub-Groups Each full proposal evaluated by 3 Readers and external reviewers Interviews conducted separately by the Sub-Groups for proposals of different disciplines ITC representative to sit in interviews to identify proposals with technology Central Board attended by all Sub-Group Chairmen to consider recommendations from Sub- Groups and strategic elements, if appropriate transfer potential Funding decision

Research Grants Council of Hong Kong Cross-Disciplinary Proposals Similar process as single discipline proposals except - Formation of a Cross-Disciplinary Group comprising the relevant Sub-Groups Assignment by Chairman of Relevant Committee Each proposal evaluated by Readers and external reviewers from relevant disciplines Interviews conducted by Cross-Disciplinary Group

  6. Research Grants Council of Hong Kong When Will Strategic Consideration Come into Play? Majority of funds allocated according to academic merit Strategic elements come into play when technical aspects of two proposals are equal
