FEAD Vision History and explanation of the document to be presented during the afternoon The mission: propose a FEAD Vision to bring the membership around a common goal / target A group of 8 experts was appointed by the Board: Janne Koivisto (FI) Olivier Deweerdt (BE/ES) Michael Mansuy (FR) Christian Suhl (DE) Veronika W ster (AT) Unico van Kooten (NL) Elisabetta Perrotta (IT) Jakub Pawelec (PL) Bilateral talks: Revealed the diversity of national practices Confirmed the importance of having a united voice on European level United in diversity : if the EU can do it, so can we!

FEAD Vision History and explanation of the document to be presented during the afternoon The following principles were outlined: The strength of FEAD lies in representing the whole private waste management sector, across waste streams and across treatment operations / the vision must therefore set a direction, but it should not be exclusive or else FEAD would lose its key strength Waste has a value, and everything needs to be done to get the most value out of waste but this is not always in the hands of the private waste management sector / the vision must therefore be ambitious but accommodate for different starting-points FEAD's Vision Shifting Europe s overall material use towards recycled materials through industrial excellence in waste management. FEAD's Mission To supply the European economy with secondary raw materials and energy, while managing waste in a safe and environmentally responsible way.

FEAD Vision History and explanation of the document to be presented during the afternoon 25 % 75 % TARGET FEAD supports the European Union s ambition to double its Circular Material Use Rate (CMUR) in this decade (by 2030). There are 2 ways to achieve this: waste prevention and recycling. We strive to achieve a 75% target for the recycling of all waste in the EU by 2035. This is where FEAD can make a difference. It s an ambitious target, but it s in line with the scenarios identified by the EEA on what it will take to achieve a doubling of the CMUR.

Introducing or expanding effective capacity for the separate collection and treatment of biowaste Targets for the mandatory collection of waste at municipal level Measures to encourage households to sort waste, including frequency for separated streams than for mixed waste Member States are not using the full spectrum of economic measures (such as landfill and incineration taxes, pay-as-you- throw and deposit return schemes) Effective use of EU funds to develop waste infrastructure (prevention, recycling) Prevention of non-recyclable (national waste prevention programmes to be revised by 2023) Awareness-raising activities 1. 4. FEAD Vision Common exercise FEAD reactions to the EWR AUSTRIA is on track to meet the 2025 targets. In 2020 MW recycling 62.2% - packaging recycling 63.7% - Landfill rate 1.8% Challenges and opportunities Main recommendation FEAD comment Continue to pursue policies that maintain and further improve performance levels in waste prevention, preparing for re-use and recycling. Packaging taxes or advanced fee modulations could reduce packaging waste generation and/or influence the choice of packaging materials, thus encouraging recyclability and eco-design. Mandatory DRS for packaging could boost re-use and increase the capture. The application of the new calculation rules on recycling for municipal and packaging waste might result in a lower recycling rate.

Only a small share of the population is covered by a separate collection scheme. increase the capture of plastic packaging waste through better separate collection and DRS EPR schemes do not cover commercial plastic packaging waste; in addition, in some parts of the country, those schemes do not cover all plastic packaging product types. In 2020 MW recycling 67% - packaging recycling 68.1% - Landfill rate <1 % Challenges and opportunities Main recommendation FEAD comment Continue to pursue policies that maintain and further improve performance levels in waste prevention, preparing for re-use and recycling. Incineration taxes could act as an incentive to direct more waste towards recycling. Applying economic instruments to packaging could reduce the generation of packaging waste or influence the choice of packaging materials, thus encouraging recyclability and eco-design. A pay-as-you-throw system for residual waste could be implemented at a national scale. Currently only about 30% of the population is covered by such schemes.

In 2020 MW recycling 51.4% - packaging recycling 72.8% - Landfill rate 20.1% Challenges and opportunities Main recommendation FEAD comment maintain and further improve performance levels in waste prevention, preparing for re-use and recycling coverage of pay-as-you-throw schemes should be expanded mandatory DRS for packaging could boost re-use and increase the capture closure of irregular and substandard landfills must be completed A higher landfill and incineration tax ( ecotassa ) would support recycling (disparities between regions) Excessive landfilling in the least developed and transition regions

FEAD Vision Common exercise FEAD reactions to the EWR SPAIN is on track to meet the 2025 packaging waste recycling target, However, it is at risk of missing the recycling target, and the distance to the landfilling target is of concern. In 2020 MW recycling 36.4% - packaging recycling 68.3% - Landfill rate 52% Challenges and opportunities Main recommendation FEAD comment Significant reliance on landfilling, well above the EU average. Full implementation of restrictions on landfilling of all waste that is suitable for recycling. Limited share of the population covered by high convenience separate collection services for bio-waste and limited infrastructure for treatment of bio-waste. Further develop waste treatment infrastructure associated with the higher steps of the waste hierarchy, including sufficient treatment capacity dedicated to separately collected bio-waste. Potential to increase the capture rates of separately collected recyclables (currently 30% for paper and cardboard and metals, 20% for plastic, and 11% for bio-waste). Support preparing for re-use of municipal waste and re-use systems for packaging. Introduce enforcement mechanisms to reinforce responsibilities and coordination of the regional and local authorities, and extended producer responsibility organisations, to meet the recycling targets.

5. FEAD study on PFAS Global approach and involvement of members of our association UNIVERSITY OF PADOVA: The main objective of the research project is to perform a systematic critical review of the scientific literature to provide ranges of PFAS concentration values in specific and relevant waste streams (plastics, paper and cardboard, textile, and metals) from the results presented and discussed in peer-reviewed articles already published together with other significant documents. The included papers will hopefully provide quantitative data useful to derive PFAS concentration ranges monitored in the identified waste streams. Further, statistical analysis will be carried out to better interpret the collected data. In particular, data will be graphically represented by box-plots, to represent the comparison between the data presented in the review and the current and proposed regulatory thresholds. Figure: Number of papers identified for each waste stream. The total number is not equal to 63 since single articles could provide data for more than one single waste stream.

FEAD study on PFAS Global approach and involvement of members of our association Parallel activity: laboratory activity to measure the potential PFAS concentration on a representative number of samples from the identified relevant waste streams (plastics, textile, paper and cardboard, metal scraps). Objective: comparison of the results from the critical review and laboratory activities. Number of samples: 10 samples/waste stream Involvement of FEAD member companies to participate and contribute to the study. Sending one or more samples and bearing the costs of analysis. WE NEED YOU! What do we analyse? Two-step process: 1. TF (total fluorine)/TOF (total organic fluorine)/EOF (extractable organically bound fluorine) 2. Single PFAS substances
