appropriations subcommittee a report that describes their
plan to use any nonlapsing balances, including whether they
are saving for a large purchase.

subcommittee’s accountable budget process, submit a
thorough evaluation of the agency’s performance measures,
internal budget process, and budget controls.

Requires each appropriations subcommittee, during an
accountable budget process, to:

budget, and identify any opportunities to increase budgetary
efficiencies.

concessionaire agreements

b.
that authorizes the concessionaire to operate the government facility for a
term of five years or longer, including any extension of the contract; and
c.
in which all or some of the annual source of payment to the concessionaire
comes from state funds provided to the bonding government entity.

note for a bill that changes retirement benefits for public
employees, including the effect on:

the total cost to employers for all active members and retirees
