Overview Leave is available from March 11, 2021 through September 30, 2021 All Postal Employees are eligible (Career and Non-Career) Use Leave Code 086-21 in interim until new Leave Code is created Qualifying reason must be annotated in the remarks section of 3971 Leave Code/ Reason Code 086-21 will be available March 17, 2021 LEAVE MUST BE ENTERED into eRMS. 2

  3. Overview (cont.) Full Time Career employees eligible for up to 600 hours Part Time Career employees eligible for up to the proportional equivalent of 600 hours based on scheduled tour hours. Non- Career and PTF eligible for up to the proportional equivalent of 600 hours based on average weekly work hours over a six month period. Paid at the same hourly rate as other paid leave May not exceed $2800 in aggregate per pay period for full time or proportionally equivalent bi- weekly limit for Part-Time employees. 3

  4. Qualifying reasons for using Emergency Federal Employee Leave: 1. Federal, State or Local quarantine or isolation order related to COVID-19 (USPS not expected to use this qualifying condition) 2. Has been advised by a health care provider to self-quarantine due to concerns related to COVID-19 3. Is caring for an individual who is subject to such order or has been so advised 4. Is experiencing symptoms of COVID-19 and seeking medical diagnosis 4

  5. QUALIFYING REASONS (cont.) 5. Is caring for a son or daughter of such employee if the school or place of care of the son or daughter has been closed, if the school of such son or daughter requires or makes optional a virtual learning instruction model or requires or makes optional a hybrid of in-person and virtual learning instruction models, or the child care provider of such son or daughter is unavailable, due to COVID 19 precautions; 5

Is experiencing any other substantially similar conditions COVID-19 (USPS not expected to use this qualifying condition) 7. is caring for a family member with a mental or physical disability or who is 55 years of age or older and incapable of self-care, without regard to whether another individual other than the employee is available to care for such family member, if the place of care for such family member is closed or the direct care provider is unavailable due to COVID 19 6

  7. QUALIFYING REASONS (cont.) 8. Is obtaining immunization related to COVID-19 or to recover from any injury, disability, illness or condition related to such immunization. 7

  8. Rural Non-Career and PTF Use PS Form 1314-A, Route Number A999 and enter up to 8 hours per day/40 hours per week in Other Leave as shown above. MUST enter into eRMS as 086-21. 8

  9. RCA Des Act 79-0 Use PS Form 1314-A, record DACA Code N for any day not served by assigned carrier. For approved leave, enter up to 8 hours per day/40 hours per week in the Other Leave. Total combined work and leave may not exceed 40 hours per week. The timecard shown above requires to be cross foot. MUST enter into eRMS as 086-21. 9

  10. Des Act 71-0 & 74-0 Use PS Form 1314, record DACA Code O on the appropriate day for approved paid leave. The timecard shown requires to be cross foot. MUST enter into eRMS as 086-21. 10
