BACKGROUND ON THE RTMCF3 RTMCF3 was held 5-8 November 2019 at SPC Noumea Attended by 67 coastal fisheries and aquaculture participants Followed by a 1-day workshop on Coastal Fisheries and Aquaculture MCS&E Purpose of RTMCF3: to discuss and address some of the main technical issues affecting coastal fisheries and aquaculture in support of better science-based resource management and equitable access to resources RTMCF3: first phase of the new strategic direction setting framework, information flow and decision-making process for Pacific coastal fisheries and aquaculture RTMCF HoF Regional Fisheries Ministers Meeting Forum Leaders RTMCF3 participants identified, discussed and agreed on clear priority coastal fisheries and aquaculture technical issues and opportunities to submit to HoF12 for consideration and action

  4. SESSION STRUCTURE, PROCESS AND OUTCOMES This session assumes that all HoF member participants have: 1. Reviewed both WP5 and BP4 2. Completed the RTMCF3 Survey Monkey To facilitate the session discussions and decision-making the RTMCF3 Actions are grouped into 3 categories: 1. Actions the RTMCF3 request the HoF to note Assume completed by HoF members having read WP5 and BP4 2. Actions the RTMCF3 request the HoF to note and endorse Assume HoF members having completed the Survey Monkey 3. Actions the RTMCF3 request the HoF to consider and make a determination on These Actions will be the focus of this session The HoF12 Outcomes report will record both the process and the decisions reached

ACTIONS TO NOTE AND ENDORSE HoF members were requested to complete the Survey Monkey prior to this session The survey targeted the Actions the RTMCF3 requested the HoF to note and endorse A summary of the Survey Monkey results showed: 10 respondents from 8 Members Only 1 RTMCF3 Action received a single not endorsed from 1 PICT, noting, Need to discuss this further...what resources needed from national level? : Action 16: RTMCF encourages PICT governments and administrations to share national Aquatic Biosecurity strategies, legislation, policies and plans, and provide resources in order to capture the benefits of effective biosecurity at the national level. All other RTMCF3 Actions were either endorsed by the majority, or skipped (some with comments) The Coastal Fisheries and Aquaculture MCS&E Workshop Actions, were endorsed by the majority, but a number of respondents skipped them or made comments.

ACTIONS TO CONSIDER AND DECIDE ON Action Item HoF Action Requested Coastal fisheries report card and indicators Action 1: SPC and members agreed to confirm Coastal Fisheries Report Card focal points to ensure all Pacific Island Countries and Territories (PICTs) are covered To note and confirm.

ACTIONS TO CONSIDER AND DECIDE ON Action Item HoF Action Requested Coastal fisheries report card and indicators Action 2: SPC will circulate a draft national Coastal Fisheries Report Card template to members for their feedback via the Coastal Fisheries Report Card focal points and RTMCF3 member representatives To note: Due to the change to a virtual HoF12, the draft national Coastal Fisheries Report Card template will be circulated separately for input and endorsement. a. SPC will present a finalised national Coastal Fisheries Report Card template to HoF12 in March 2020 for their input and endorsement See https://hof12.org/project- profiles/

ACTIONS TO CONSIDER AND DECIDE ON Action Item HoF Action Requested Science New technologies, e-data processes and systems Action 9: Members identified the need for countries to address chronic understaffing of science and fisheries staff to conduct fishery and socio-economic surveys: HoF is requested note the concerns expressed by the RTMCF and to discuss and agree to national-level action to address Action 9 a., b. and c. below.

  9. ACTIONS TO CONSIDER AND DECIDE ON Action Item HoF Action Requested Science New technologies, e-data processes and systems a. RTMCF requests HoF to discuss and agree on a plan to address the capacity limitations, which is limiting effective coastal fisheries data collection, analysis and use in management HoF is requested note the concerns expressed by the RTMCF and to discuss and agree to national-level action to address Action 9 a., b. and c. b. RTMCF requests HoF to discuss the need for clear and delineated roles for fisheries staff (e.g. the need to separate compliance from science roles) c. RTMCF recognises the problems related to short- term funding arrangements and requests HoF to consider ways to build longevity in funding programmes, through government and donors, for coastal fisheries science and management

ACTIONS TO CONSIDER AND DECIDE ON Action Item HoF Action Requested Science New technologies, e-data processes and systems Action 13: SPC and members note the need for management strategies to require data input to fisheries management (e.g., make mandatory the reporting of exports of coastal resources from licenced exporters and/or suppliers) and build this into existing e-data tools To discuss and endorse a. RTMCF requests HoF to ensure that data collection is made mandatory for commercial operators under national legislation and management plans
