Target Initiative Project Goals Please modify as needed and/or add others To make health care more affordable for individuals, employers, and state government To focus on the underlying causes of rising health care costs To develop the capacity to track and benchmark health care spending across payers at the state level To analyze spending data in an effort to pinpoint cost drivers and inform interventions www.milbank.org

  5. Communications Goals Please modify and/or add additional goals To foster buy-in to the health care cost growth target process as a step toward statewide, collaborative cost containment www.milbank.org

  6. Key Messages Please modify as needed and/or add others Rising health care costs are stretching the budgets of the state, employers, and families and leaving fewer dollars for other priorities like education and housing Measuring health care spending across payers at the state level will promote transparency and a new understanding of total health care spending Analysis of this spending data will pinpoint cost drivers, paving the way for systemwide, collaborative strategies to lower the rate of health care spending growth Making health care more affordable and accessible could help improve health equity in our state www.milbank.org
