  1. BP 4042 and Resolution 22-4 From your Academic Senate Open Educational Resources Coordinator, Lisa Storm

  2. BP 4042 Supports these priorities: 1. Academic freedom to adopt textbook of choice, to conform with BP 4030; 2. Ensuring course sections that have adopted free/Low-Cost resources are visible to students, to comply with federal and state legislation; 3. District commitment to the lowest price possible, support for OER/Low-Cost adoption, and ZTC credential development, to comply with ASCCC/local resolutions, the CCCCO Vision, and Ed Code 78052.

  3. BP 4042 identifies Low-Cost as $40 or less Price conforms to Resolution 19-3: New ASCCC Resolution: Resolution Number 17.05 Whereas, The Student Senate for California Community Colleges Board of Directors has recommended $30 as the definition for low-cost ; Resolved, That the Academic Senate for California Community Colleges encourage local academic senates to adopt $30 or less as their locally established cost threshold that must not be exceeded for a course to be considered low-cost for designating and reporting purposes.

  4. All CCCs were surveyed about their Low-Cost threshold $40.00 was the most popular threshold 33 colleges use $40; 22 colleges use $50; 3 colleges use $30; 2 colleges use $20; 1 college uses $35; 1 college uses $25.

  5. Unclear how this was presented to Student Senate Were students informed about the college survey results? Do students have a grasp on the effects of inflation? Are students aware that this low price will be a faculty disincentive to Low-Cost adoption, and a barrier to Low-Cost credential development?

  6. Our HC Senate should vote and decide if we want to comply with Resolution 17.05 Do you want to comply with Resolution 17.05, and adjust the Low-Cost threshold to $30? This would require updates of Resolution 19-3 and BP 4042

  7. New ZTC funding allocation $20,000 for the purpose of developing ZTC and Low-Cost credentials HC OER Coordinator was not informed of the funding allocation by the Office of Instruction HC OER Coordinator was not invited to certify the allocation of funding in NOVA, which was due 11/1(no certification has occurred) I have attended break-out sessions at Plenary and also a webinar about the ZTC funding, and other OER Liaisons/Coordinators are listed as contacts in NOVA and are developing the ZTC work plans

  8. Resolution 22-4: Recommends that the OER Coordinator help develop the ZTC program work plan Resolved, that the Hartnell College Academic Senate urges the College administration to authorize the Academic Senate Open Educational Resources Coordinator to help create and implement a work plan to utilize the California Community College Chancellor s Office ZTC funding. This will allow Hartnell College to pursue funding of up to $200,000.00 in 2023-24 Idea: non-credit credentials Would be unique, which is one of the requirements
