Defining the Shape and Nature of IHO CSB Initiative for UN Decade Action

CSBWG WORK PLAN ITEM B1 DEFINE THE SHAPE AND NATURE OF THE IHO CSB INITIATIVE APRIL 2024 IHO SEC.
THE NEED TO ADOPT A PROGRAMME STRUCTURE DRIVERS: - CSBWG13 agreed to submit the CSB initiative as a UN Decade action. CSBWG14 noted that in order to do this, it will either need to be presented as a Programme or a Project. Either option necessitates describing the CSB initiative in terms of a programmatic structure that delivers measurable outputs, outcomes and impacts. It is simply impossible to write the submission to the UN Decade without first defining the shape and nature of the IHO CSB Initiative - As CSB participation grows, it is imperative that we are clear what is within and what is out with the responsibility of the CSBWG. Further, the need to report clearly to IRCC on a work plan that includes both project and non-project type activity; - The term IHO CSB Initiative is in common use, but is ill-defined; - Activity such as the Cooperation Agreement between the IHO and the Yacht Club de Monaco (YCM) are reaching an operational/implementation phase, and are growing the CSB community. This activity increases complexity and brings in other partners who may provide in-kind or fiscal contributions. This is to be encouraged but requires clear and efficient governance.
PROGRAMME STRUCTURE - OPTION 1 - The IHO CSB Initiative is a Programme, made up of the totality of the CSBWG Workplan, which is overseen by the CSBWG and reported into IRCC Key IRCC Portfolio - The Workplan is constituted of both project and non-project activity and sub-ordinate activities CSBWG Programme IHO CSB Initiative Workplan Project Individual activities Work Item 1 Work Item 2 - Work Item B, which is the UN Decade submission will evolve into the Project work element, which would include Project Packages such as the collaboration with the YCM. Other Sector specific Project Packages could fall under this work item Non-Prj.work Individual activities Work Item 3 Individual activities IHO-YCM Superyacht Prj. Other Project Packages Individual activities Work Item 4 IHO-YCM Dinner Conf. Individual activities Work Item 5 SeaID Data Logger Launch Individual activities Work Item 6 Individual activities Work Item 7 - Non-Project Work items can contribute to, support, underpin or deliver activities related to Project Packages. PROGRAMME STRUCTURE - OPTION 2 - Ultimately the Work plan of the CSBWG remains the same and of a Programme Structure - The principle with this option is that delivery of the CSB initiative becomes one item of the CSBWG Work Plan, and is limited to Project Type work bounded by the red box - The CSB Initiative is the outward facing data collection campaign. - The rest of the CSBWG work items support CSB as a concept, and support its standardization, usage, policy considerations, technology developments etc. Key IRCC Portfolio CSBWG Programme Workplan Project Individual activities Work Item 1 Work Item 2 Non-Prj.work Individual activities Work Item 3 Individual activities IHO-YCM Superyacht Prj.
