  3. Normative and descriptive concepts: A normative claim is a claim that asserts that such-and-such OUGHT to be the case. A descriptive claim, on the other hand is a claim that asserts that such-and-such IS the case Normative claims make value judgements. Descriptive claims do not. 3

  4. Why there are two concepts: Political science combines the insights and approaches of both the humanities and the social sciences. Although today its methods might be predominantly empirical, the very foundations of political science have a normative character. 4

  5. How the two theories complement each other: Positive concepts (descriptive) are very practical and based on what is actually happening . Normative concepts are more theoretical, ensuring that as day to day practices evolve, they do not diverge from appropriate political concepts . 5

  6. Traditional approach The concept of Political Science as a study of State, Government and national Institution is not considered adequate today. This aspect emphasizes the legal structure only. They do not pay attention to what is happening within the State. 6

  7. Political Science must include the study of informal structures, facts and reality of Politics. Hence, modern Political thinkers defined Political Science differently and taken modern approach. 7

  8. Conclusion Normative and descriptive concepts in Political Science are contrasting concepts/approaches but they could sound quite similar if not defined or understood properly and each highlights distinct segments of Political Science. 8
