  3. Warrington SEND Inspection Team Warrington SEND Inspection Team As context, in Warrington, there are 59,907 children and young people aged up to 25 years, with 5,006 identified as having SEN and 1,857 with EHC plans. SEND inspection team consisted of:

Week 1 Week 1 Key Learning Key Learning Initial call on Day 1 Meeting with Lead Inspectors Annex A documents by 11am Day 2 Person-level CYP data - Spreadsheet with 2 x tabs: Health Commissioning template Dynamic Support Register/Database - unredacted Social Care template Surveys: CYP, Parents/Carers, Practitioners 6 day window for completion Tracked cases confirmed Chronologies 2 years of significant events Multi-agency audits of tracked cases Uploading to the portal Emerging KLOEs

Week 2 Week 2 Key Learning Key Learning Tracking meetings with CYP/Parent/Carers and Professionals Populating the timetable variation in CQC inspector asks: Staff lists and specified attendees (impact on health service delivery) Location of sampling visits (creating IT demand for 4G enablement) Ofsted setting visits: Specification of settings to visit No setting tours Local Area Context remote meeting 30 minutes presentation could be prepared and rehearsed No questions from inspectors.

  6. Week 3 Week 3 Key Learning Key Learning Onsite - SEND Self Evaluation meeting Focussed sampling groups for the rest of the week - no Service Leads to be in attendance. Focus is on access to clinical records to sample CYP experience. Concepts: Professional curiosity Jam tomorrow vs. green shoots DCO meeting Day 14 - context setting vs. mop-up session. QA session with Ofsted and CQC not timetabled Final feedback Areas for improvement vs. significant weaknesses Typically positive experiences vs. inconsistent experiences

Reflections Reflections Shared our learning widely Inspection letters typically evidence same challenges e.g. long waits for ASD/NDP, Therapies (especially SLT) and CAMHS, but it appears that these can be mitigated to impact on final inspection outcome via: Positive communications throughout the waiting process and a well-articulated support offer whilst waiting ie. waiting well . Detailed recovery plans with trajectories of improved waits in place. Involvement of PCF in coproduction of service improvements In large ICBs, although there may be a focus on ICB-level oversight of data, this must not inhibit access to local area data at Place. Variability re 20 week compliance and area for improvement resulting
