Progress on Implementation of National Strategic Plan on Gender-Based Violence and Femicide

PURPOSE OF THE PRESENTATION To share progress on the implementation of the National Strategic Plan on Gender Based Violence and Femicide (NSP-GBVF) 2020-2030 by the Department of Social Development to the Multi-party Women's Caucus.
MANDATE OF THE DSD Provide social protection services and lead government efforts to forge partnerships through which vulnerable individuals, groups and communities become capable and self-reliant participants; In line with the NSP on GBVF, the DSD mandate is provision of psychosocial services to victims of crime and violence.

BACKGROUND ON THE IMPLEMENTATION OF THE NSP-GBVF The National Department of Social Development is responsible for implementation of Pillar 4 (Response, Care, Support and Healing) of the National Strategic Plan on Gender Based Violence and Femicide; The main intervention of the Pillar is: Strengthening existing response, care and support services in ways that are victim centred, and survivor focused and trauma informed to facilitate recovery and healing; DSD makes critical contributions to all pillars however there are specific contributions pillars: 2 (Prevention and building Social Cohesion) & 3 (Justice, Safety and Protection).
PILLAR CONTRIBUTIONS BY THE DSD Pillar 2 Integrated campaigns implemented at institutions of Higher Learning throughout the year focusing amongst other on youth in terms social behaviour. There programme led by the DSD such as Men and Boy Assemblies, Asikhulume on GBVF Interfaith Sector Forum, Village to village targeting tribal/traditional authorities in dealing with gender stereotypes, harmful cultural practices and others. DSD has supports advocacy work undertaken by the civil society organisations through Everyday Hero and GBVF Ambassadors deployed across the country. Pillar 3 DSD has developed and presented to Cabinet the Victim Support Services Bill. The Bill was recommended by Cabinet for public comment and currently before Cabinet currently before Cabinet for tabling to Parliament. Pillar 4 number of services by DSD in line with the mandate of providing psychosocial services such as sheltering services, Gender Based Violence Command Centre and National Emergence Response Team.

ACHIEVEMENTS Due to demand of the Psychosocial Services we have increased the capacity Gender Based Violence Command Centre from capacity of fifteen (15) to be able to response and more appointed; We have 136 established and operational Shelters across the country with a bed capacity 1678; Renovation and establishment of shelters in three provinces (Western Cape, KwaZulu-Natal and Gauteng); Out of 52 districts across the country, we have 44 districts with shelters; The Department has appointed 200 Social workers in provinces focusing on the fight against GBV; We have managed to secure 100 mil and over 300 CSOs have benefitted; Sector funding Policy had been developed and approved; We have conducted a research for confirmation of core packaging of services to We have recently trained and deployed 100 GBVF Ambassadors providing services in hotspots. Developed and approved two policies: Intersectoral Shelter Policy and Policy on Provision of Psychosocial Services
CHALLENGES Although the Department has developed and approved the Sector Funding Policy, funding of the interventions is still limited especially funds that can be accessible to implementing partners such as emerging CSOs; Some provinces do not prioritize GBV as a result we there is inconsistent Provincial reporting is lacking; We still need to establish shelters in eight districts and we need six (06) Khuseleka One Stop Centre; Participation of other key role-players in the various NSP on GBVF streams linked to the Pillars for e.g. there are other critical stakeholders that are not part of pillars; Compliance with the PFMA from the CSOs especially emerging; Limited services and mainstreaming LGBTIQA+ issue lacking especially in our Sheltering services; Workforce enhance by appointing Social Work within the GBVF space.
PROPOSED SOLUTIONS National Treasury to treat GBV as a pandemic that will be allocated the funding in accordance with fighting a pandemic; Province to prioritize and institutionalize GBV service which improve reporting; Funding has been sourced from external stakeholders to establish four shelters in districts without shelters; Capacity building of frontline workers (Social Workers) in order to provide effective services.
Recommendations It is recommended that: The Multi-party Women s Caucus take note of the progress that has been registered the DSD in the implementation of the NSP on GBVF. 11
