Opportunity and Purpose: Registered Apprenticeship Michigan Department of Labor & Economic Opportunity, Workforce Development (LEO-WD) Request for Proposals (RFP) for United States Department of Labor (USDOL) Grant Funds ONLY USDOL Registered Apprenticeship Program (RAP) o NOT IRAPs o NOT unregistered programs or internships

Opportunity and Purpose: Registered Apprenticeship State Apprenticeship Expansion (SAE) 2020 Grant Program o Significantly expand RAP opportunities for all citizens NOTE: Expansion is typically NOT what we are doing now o Accelerate skills development through the Earn and Learn RAP o Grow over 5,230 workers in high-skill, high-wage, in-demand careers LEO-WD anticipates 10-15 awards - - from $300,000 to $1,100,000 o Grant Period of Performance Round 1: April 13, 2021 - March 31, 2023 o Grant Period of Performance Round 2: July 14, 2021 - March 31, 2023

Opportunity and Purpose: Registered Apprenticeship SAE 2020 Grant Program activities: o Strategically scale RAP model New industry sectors and occupations Increasing diversity of RAP participant populations Youth Veterans and their spouses Others (historically underrepresented, including women, people of color, ex-offenders, and persons with disabilities)

Program Framework: High Quality RAP System RAPs accelerate skill development and benefit all stakeholders o Employers (union and non-union) and Employees (apprentices) o New jobseekers and students, and existing (incumbent) workers Program will o Align secondary/post-secondary education, and employment pathways o From education experiences to RAP opportunities In Sectors including: Advanced Manufacturing, Construction, Energy, Healthcare, Information Technology, and Mobility

Program Framework: State-Level Advisory Board Align state education and workforce systems o Establishing an RAP stakeholders network o Facilitate state-level innovation and coordinated regional implementation New state-level Apprenticeship Advisory Board leadership from: Industry, labor, OA, Secondary and Post-Secondary education, LEO-WD Vocational Rehabilitation and experts in apprenticeship expansion Guidance on innovations for local implementation through Regional Implementation Consortia (RICs) across the state

Program Framework: Regional Implementation Consortia RIC are responsible for local program implementation o State-level innovations o Optimized proven practices from other regions RICs will achieve program goals and focus on RAP opportunities: o Youth, Veterans, and other underrepresented populations o Scale the RAP model into new industry sectors and occupations RIC awards will increase regional employer demand Employer reimbursements for RAP allowable costs

Program Framework: Automated RAP Progress Tracking Program will provide an online application: o Automate RAP progress to goal tracking and reporting o Registered Apprenticeship Progress Tracking w/Online Reporting o RAPTOR system Make tracking easier, potential to help improve RAP completion rates Simplify conversion to competency-based (C-B) programs Successful RFP Respondents (awardees) will have system access

Program Framework: Supportive Services / Reporting Program participants will be reported through a new Apprenticeship Participant Program in the state s One-Stop Management Information System (OSMIS). Michigan Works! Agencies (MWAs) will enroll participants o Workforce Innovation and Opportunities Act (WIOA) funding eligibility o Case management, performance tracking, and reporting Program consolidates data Grant activities Supportive services (childcare, transportation, and other services)

Scope of Work: Regional Implementation Consortia LEO-WD is seeking partners to work together in RIC o By region or by industry sector o Significantly expand RAP opportunities o Keen focus on underrepresented population inclusion o Accelerate development of over 5,230 workers by March 31, 2023. Work to establish new or expand existing RAPs o Related apprenticeship readiness solutions

Scope of Work: RIC Partners and Lead Partner RIC members will include o A Lead Partner o Required Partners o and likely Recommended Partners Proposals must be submitted by the Lead Partner on behalf of the RIC MWAs are required partners o Enroll employers and grant participants in RAPTOR and OSMIS systems

Scope of Work: RIC Partners and Lead Partner Lead Partners o Overall program and fiduciary responsibility o Award activities and performance outcomes Eligible Lead Partners include: Employer-Led Collaboratives Business Associations Labor Organizations Non-Profit Organizations Michigan Works! Agencies Workforce Development Boards

  20. Scope of Work: RIC Partners and Lead Partner Required partners include, but are not limited to: Employers and/or Organized Labor Michigan Works! Agencies including ASCs OA Apprenticeship Training Representatives (ATRs) Secondary Educational Partners including CEPD Directors One or more Post-Secondary institutions

Scope of Work: RIC Partners and Lead Partner Recommended partners include, but are not limited to: Talent Development Liaisons (Region or Sector) Apprenticeship Intermediaries (Region or Sector) Business Associations or Chambers of Commerce Other public agencies or non-profit organizations Veteran Employment Services Vocational Rehabilitation NOTE: Bonus points available for RIC with Recommended Partners

Scope of Work: Expansion Priorities RIC activities must focus on one or more of the five (5) Expansion Priorities: Priority 1: Expand Youth RAPs Priority 2: Expand Veterans RAPs Priority 3: Expand RAP Access for Other Underrepresented Populations Priority 4: Strategically Scale the RAP Model into New Industry Sectors and Occupations Priority 5: Expand RAP Intermediary Services

Scope of Work: Expansion Priorities LEO-WD supports the development of programs that are demand-driven o Respondents should use Labor Market Information and real time data (employer job openings, etc.) to validate project need in this expansion priority area, focusing on industries experiencing growth and/or skills gaps Successful Respondents in this Expansion Priority must o Specify how many participants will be served in the Priority o Clearly explain what services they will provide to key stakeholders o Detail how these services will be provided, w/ performance outcomes

Scope of Work: Key SAE Strategies RIC activities must increase capacity for RAP and implement these strategies: Strategy 1: Provide Supportive Services for Program Participants Clearly explain how they will provide needed supportive services Appropriate detail to explain how partners: o Will assess participant needs during recruitment and enrollment o Will collaborate to provide administrative and program supports

Scope of Work: Key SAE Strategies Strategy 2: Reimburse Employers for RAP Costs How they will help reimburse employer/sponsors for the extraordinary costs of RAPs (funds may be used for OJL, (aka. on-the-job training), or RTI Strategy 3: Certify Apprenticeship Readiness Help develop a Michigan Apprenticeship Readiness Certificate (MARC) Distribute MARC for participants who are ready for RAP

Scope of Work: Key SAE Strategies Strategy 4: Utilize Improved Data Systems COMMON RESOURCE REPOSITORY o Use / contribute to an online SAE resource repository AUTOMATED RAP PROGRESS TRACKING o SAE 2020 Grant Program awardees will have access to an online application to automate RAP progress to goal tracking and reporting o aka. RAPTOR (for now)

Scope of Work: Key SAE Strategies Strategy 4: Utilize Improved Data Systems (continued) DATA COLLECTION and PERFORMANCE REPORTING o Report participants in a new Apprenticeship Participant Platform in OSMIS o Determine WIOA funding eligibility for case management, performance tracking, and performance reporting o Supportive services (i.e. childcare, transportation, and other services that improve apprentices prospects for program completion)

Scope of Work: Other Activities NATIONAL APPRENTICESHIP WEEK o National annual celebration o Stakeholders showcase their programs, facilities, and apprentices POTENTIAL EVALUATION o Condition of receipt of a grant award, partners agree to participate in USDOL evaluations that may be assigned to the project o May include assessment, analysis, or review of data elements o (USDOL Requirement for LEO-WD to achieve funds)

  32. Allowable Use of Grant Funds On-the-Job Learning: Grant funds may be used to reimburse employers for the extraordinary costs of apprenticeship OJL and RTI. Coordination activities: RA activities with partners Monitoring and providing RTI for apprentices Academic and related instruction for the students School-based and work-based learning for all RAs Recruiting students, jobseekers, and employers to participate in RAPs

  33. Allowable Use of Grant Funds Apprentice support: Providing training incentives and reimbursement to employers for the extraordinary cost of RTI and OJL for RAPs. Providing supportive services for eligible participants, including safety gear and other items necessary to start employment, as needed on an individual student basis. Providing technical assistance and mentor training to employers. Administrative costs: General (limited to 7% of program costs) Any expenses beyond approved budget require prior LEO-WD approval

Performance Measures Successful Respondents must provide outcomes met as detailed below - proposed project goals, outcomes, and outputs, including but not limited to the following performance measures: * Total Number of Employers * Total Number of Participants served * Total Number of Apprentice program completers * Total Number of under-represented participants served * Total Number of Apprenticeship program participants entering a Registered Apprenticeship * Total Number of occupations for which a MARC is developed & participants receiving a MARC * Average cost per Apprentice (calculated by dividing the total amount requested by the total number of apprentices registered) * Participation in at least two National Apprenticeship Week events
