After a review of the Advice line service SENDIASS are changing the
opening hours from February half term (25
th
 Feb 2019).
All referrals must continue to come through the advice line number
01609536923 or email as currently.
New opening times:
Tuesday and Thursday 9:30-1pm during school holidays
Monday- Friday 9:30 -1pm during term time.
Any advice line emails 
info@sendiassnorthyorks.org
 will be opened
during these times too.
 
High Needs Block update
 
3 proposals went to consultation before Christmas and were
approved by the Executive Board on the 15
th
 January
PRS / AP proposal – to change the place funding and to move to a
model which reduces exclusion and improves the AP offer
Post 16 / post 19 proposal – to bring North Yorkshire into line with
guidance whereby education is 600 hours per academic year (16
hours / 3 days per week) either as standalone education programme
or as part of a 5 day offer where required
Replacement of the Can-Do with a banding system to allocate
Element 3 top-up from 1

 April 2019
 
Strategic Plan update
 
Current work underway in phase 1 of the strategic plan for SEND and
in addition to the High Needs Block work.
Review of medical policy and how best to support children and young
people with medical needs
Review of current Enhanced Mainstream School model and
developments in targeted provision

Select Inquiry into SEND still ongoing – NYCC Chief Exec, Richard
Flinton, invited to present verbal evidence on 12
th
 February.  Key
points he will make:
Insufficient funding for High Needs Block since SEND reforms
Impact on changes to the National Funding formula for school and squeezing
of school budgets – impact on SEND
Challenges around rurality of North Yorkshire and particularly the impact on
travel budget and specialist / targeted provision
Impact of tribunal decisions
Transitions into adult services and impact on them
 
National & Local updates
 
Selby Free Special School bid – due a response imminently however,
due to the other political priorities, this may not come until later in
the spring.  The DfE have said however that “all bids that meet the
criteria will be taken forward” which we hope is a positive sign for
Selby.
Updating In Year Fair Access protocol – to be circulated later this
spring
Moving forward with locality governance and locality steering groups
jointly with Education and Skills
