Proposal for changes in Faculty Bylaws on Senate representation William Keeton Bloch School of Management University of Missouri-Kansas City March 1, 2022 1
Basic Principles Keep it simple. Don t reinvent the wheel (borrow from Mizzou and Missouri State) Produce something that will last (not require frequent amendments to our Faculty Bylaws). Ensure representation of units is at least somewhat proportional to faculty counts. Make sure NTT faculty have a say in who represents their units (but don t try to guarantee they will be represented on the Senate). 2
Change No. 1: Proportional representation (adapted from Mizzou Faculty Bylaws) Limit the total number of Senators: The minimum number of faculty representatives on the Senate shall be 25 and the maximum shall be 30. Tie number of Senators for each unit to number of voting faculty in the unit: Each unit shall be entitled to representation at a basic ratio of one representative for each twenty (24) voting faculty members or majority fraction thereof (13-23), and in particular as follows: one (1) representative for 1- 36; two (2) representatives for 37-60; three (3) representatives for 61-84 and so on for each additional twenty-four (24) voting faculty or major fraction thereof. 3
Change No. 1: Proportional representation (adapted from Mizzou Faculty Bylaws) Require Senate to change basic ratio of Senators to faculty if total number of Senators would be outside 25-30 range: In the event the number of voting faculty members changes to the point where the basic ratio of one to 24 would give less than 25 or more than 30 representatives, the Senate by a finding recorded in its minutes shall adjust the ratio to produce not less than 25 and not more than 30 faculty representatives. 4
Change No. 2: Ensure NTT faculty can vote for units Senators (adapted from Missouri State Bylaws) Require each unit to let their NTT voting faculty both serve as, and vote for, the unit s Senators. All members of a unit who meet the definition of voting faculty in Section B.1 are eligible to serve as a Faculty Senate representative for the unit and are eligible to participate in the vote for the unit s Faculty Senate representatives. Note: This would give vote to both unranked and ranked NTT faculty because both are counted as voting faculty in current Faculty Bylaws. 5
Change No. 3: Clarify authority of units to set their own eligibility rules for unit elections Make clear that each unit can still decide which faculty are eligible to vote in other unit elections. The foregoing voting eligibility rules are not intended to define the eligibility of faculty to vote in unit elections on matters other than representation in the Faculty Senate, and the eligibility to vote in such elections shall be defined by the rules of the unit. This change is needed because current Bylaws imply units can set rules for all unit elections. 6
Change No. 4: Omit references to specific schools (adapted from Mizzou Bylaws) Indicate that all units headed by deans are entitled to Senate representation. All units that are headed by a dean who reports to the provost shall be entitled to voting representation on the Faculty Senate. This change would make it unnecessary to amend the Bylaws in response to any future reorganizations. 7
