PCG is conducting the Behavioral Health Residential Facility Study to assess capacity and unmet needs in various facility types. The study involves data collection, community engagement, recommendations, funding methodology, and the final report with a focus on expanding capacity and meeting Oregonians' needs.

OHA Behavioral Health Residential+ Facility Study Update Project Review and Updates November 2023
Project Scope Gov. Kotek has directed Oregon Health Authority (OHA) to lead a new study to evaluate behavioral health facility capacity in Oregon. PCG is currently contracted with OHA to complete the Behavioral Health Residential+ Facility Study to assess behavioral health facility capacity and unmet need for the following facility types: Hospitals Residential Mental Health Facilities Residential Substance Use Disorder Facilities Withdrawal Management Facilities Crisis Facilities PCG will collect and analyze quantitative data along with feedback from community engagement to review the behavioral health landscape in Oregon and make recommendations to the State that will culminate in a 5-year plan to expand capacity across the state and meet the needs of Oregonians in their communities. 2 www.publicconsultinggroup.com

Data Collection and Analysis Updates Identify Available Data PCG has been collecting available data on the number and type of behavioral health facilities in each trauma service area and their associated capacities. PCG met with 50+ individuals across Oregon to identify data sources and capacity counts for Oregon behavioral health facilities. Collect Original Data In addition to collecting available data, PCG has created and disseminated a provider survey to collect original data for our analysis. The survey was distributed through OAHHS, OCBH, and AOCMHP. The survey closed on November 1st and provides insights into behavioral health facilities across the state, their licensed v operational capacity, and the challenges they face serving their communities. 4 www.publicconsultinggroup.com
Community Engagement Updates Focus Groups PCG is conducting community engagement through focus groups of 6-8 individuals to hear about their experiences with behavioral health in Oregon. PCG has worked alongside the Office of Recovery and Resilience, Juntos LLC, and ASA Consulting to create guides and host focus groups that reflect diverse audiences and underrepresented voices. In addition, PCG offers stipends to those who participate in focus groups. Focus Groups held/being held: Oregon Black Brown Indigenous Advocacy Coalition on 10/13/23 Family Members of Those with Lived Experience on 10/24/23 Tribal Listening Session on 12/7/23 Key Informant Interviews PCG is conducting community engagement through key informant interviews to learn more about the behavioral health care continuum from those who have diverse experiences, knowledge, and involvement in behavioral health in the State. Key Informant Interviews will encompass the following groups: Rural & Urban CCO Rural & Urban Hospital Tribal Public Safety Rural & Urban CMHP Housing Residential/LGBTQIA2S+ Lived Experience Peers 5 www.publicconsultinggroup.com
PCG Oregon Visit PCG travelled to Oregon and spent time visiting four facilities and conducting four key informant interviews between 10/3/23 and 10/6/23. This experience was incredibly valuable and allowed PCG to connect with the community and hear directly about the potential impact of this study. Being in Oregon allowed us to engage providers and hear firsthand experiences as well as to tour the facilities and see the settings that create and foster successful treatment and enhance healing. Facility Visits PCG had the opportunity to visit four facilities while in Oregon. It was very beneficial to tour these facilities and meet with the individuals who work in these facilities to hear more about their operations, their challenges, and their needs. PCG met with the following facilities during our time in Oregon: Project Network NARA NW The Buckley Center Willamette Family Women s Residential Facility Community Engagement While in Oregon, PCG completed four key informant interviews with individuals in the community. This experience provided valuable time to meet, connect, and learn from those who are involved in the behavioral health continuum in Oregon. 6 www.publicconsultinggroup.com
Project Focus & Next Steps PCG s focus is on delivering the preliminary report on 12/31/23 and working on recommendations and prioritizations for subsequent reports. To accomplish these deliverables, our next steps are noted below: Receive and organize provider survey responses Complete remainder of focus group and key informant interviews Aggregate facility capacity data and create visualization tool Aggregate community engagement feedback into preliminary report Review qualitative and quantitative information to identify priority areas to increase behavioral health capacity in the State Develop recommendations and funding forecasts based on identified priorities Develop preliminary and draft reports 7 www.publicconsultinggroup.com
