In partnership with the Ohio Department of Jobs and Family Services we outlined the
following approach:
1- Research existing Kinship & Adoption Navigator Programs nationally and locally
2- Develop a strong Stakeholder group
3- Use an Implementation Science Approach to the design and development of a
Statewide Kinship and Adoptin Navigator Program
4- Facilitate 5 Regional Town Hall meetings in August & September
5- Present a Final Plan to ODJFS Oct. 1, 2019

Overview of FFSPA Kinship Navigator Provisions
Must be coordinated with other local agencies that promote service
coordination or provide information and referral, including 
2-1-1 or 3-1-1
where available
Must be planned and operated in consultation with kinship caregivers,
organizations representing them, youth raised by kinship
caregivers, relevant government agencies and community-based or faith-
based organizations.
Overview of FFSPA Kinship Navigator Provisions
Must provide outreach to kinship care families, including by a kinship
care website, other guides and/or outreach materials.
Must establish information and referral systems that link (via toll-
free access) kinship caregivers, kinship support group facilitators, and
kinship service providers to:
Each other,
Eligibility and enrollment information for Federal, State, and
local benefits,
Relevant training to assist caregivers, and
Relevant legal assistance and help obtaining legal services.

Must promote partnerships between public and private agencies.
May also establish and support a kinship ombudsman.
May support any other activities.

Additional Information:
Children are not required to meet IV-E income eligibility
requirements and are not required to meet the definition of candidate for
foster care
State has the discretion to determine the scope of population and service
area
Statue does not define kinship caregiver

What is the Evidence-Base for the Programs Examined?
FFPSA of 2018 
is creating Title IV-E Prevention Services
Clearinghouse to review and rate prevention programs
Ohio Kinships Supports Intervention 
(KSI) submitted to
California Clearinghouse (CEBC, 2018) and needs to be evaluated
and rated.
Florida’s KIN-Tech and New Jersey’s Kinship Cares 
will be
first reviewed by the Title IV-E Prevention Services Clearinghouse
Washington Kinship Navigator Program 
submitted to CEBC
not rated yet.  As of December 2018,   UW will begin evaluation for
FFPSA review.
All other 6 programs unknown whether they are seeking evaluation
as EBP and/or how the new FFPSA legislation will affect them

The Ohio Kinship and Adoption Navigator Program, known as OhioKAN, aims to develop a statewide program for kinship and adoption support. The program involves researching existing models, forming a stakeholder group, utilizing Implementation Science Approach, conducting regional town hall meetings, and presenting a final plan to ODJFS. The internal leadership team includes key members coordinating the initiative. Various selected program models from different states are being considered as part of the planning process.
