Modify lifecycle and grant modify permission in In Work state for designer
User des cant modify the object (All users have read only permission )
After adding user into designer role user can do modification to Object
In workflow Select participant task for selecting user/Designer who can do modification (Assuming that WF is running on object) Change the state of object to in work ( Now select user/Designer will get modify access) Task for user/Designer to complete modification. Once modification is done user can complete the task. Expression to remove the user from designer role (designer role is now empty)
If you want to grant permission only using workflow activity then grant modify permission on primaryBusinessObject in activity variables
