  3. He Ara Waiora Built on te ao M ori knowledge and perspectives. Recognises that all aspects of waiora are inter-related and intergenerational in scope. Indigenous and uniquely New Zealand approach to lifting living standards. Intended to enable, over time, stronger evaluative thinking about the wellbeing impacts. 3

  4. He Ara Waiora the ends Wairua (spirit) Foundation or source of wellbeing. Essential to M ori conceptions of health and wellbeing. Te Taiao (the natural world) Paramount and inextricable from human wellbeing. Responsibilities to maintain the wellbeing of Te Taiao. Te Ira Tangata (the human domain) People (tangata) and collectives (kainga) thriving through: o Strong sense of identity and belonging (mana tuku iho) o Participating and connecting (mana tautuutu) o Capability to decide on their aspirations and realise them in the context of their circumstances (mana heinga) o Growing sustainable, intergenerational prosperity (mana whanake). 4

  5. He Ara Waiora the means Kotahitanga Aligned, co-ordinated In partnership with iwi, hap , wh nau, business, communities. Tikanga Decisions made through right processes and principles. Partnership with the Treaty partner. Whanaungatanga Strong relationships and networks. Manaakitanga Focus on improved wellbeing and enhanced mana. Supporting each other and demonstrating an ethic of care. Distributional analysis to identify and address inequities. Tiakitanga* Caring for the systems that support wellbeing. Including the environment. 5

  9. Context Since at least 1999, Treasury s vision has been lifting living standards for all New Zealanders. The LSF outlines Treasury s high level view of: what living standards are how living standards relate to wellbeing how living standards may be lifted and sustained The LSF runs through efforts all across the organisation fiscal and economic strategy vote analysis and budget research and analysis stewardship reporting 9

  11. Why are we changing it? Feedback in 2018 suggested that the framework was: too generic and international missing what was important for children s wellbeing light on the importance of culture insufficiently attuned to wellbeing as understood in te ao M ori and by Pacific Peoples We committed to refreshing the framework by 2021 to address these limitations 11
