T Manawa: T Manawa Active Aotearoa provides funding for programmes or projects delivering play, active recreation and sport experiences for tamariki (5-11) and rangatahi (12-18). Funding can only be provided for projects that focus on groups where barriers cause them to be less active. The purpose of T Manawa Active Aotearoa is to provide quality experiences that are accessible, create a life-long love of being active and meet the needs of less active tamariki and rangatahi. Assessment criteria 1. Does application indicate need from a target/priority group? I.e. Which group of young people (YP) are currently less active due to barriers and do they want the activities being provided? Sport BOP priorities high deprivation (low decile schools), isolated communities, young women, M ori & Paifika, YP with disabilities 2. Is there evidence of need via voice of YP/participant? I.e. has the applicant asked their target group and included their exact language in the application form an/or attached this? 3. What activities are they specifically delivering? Is this clear dates, times, number & length of sessions, expected number of participants, type of participants, is it play, rec or sport? 4. Are the costs included in budget eligible & reasonable? Eligible costs must be directly linked to the activation of targeted YP or the removal of barriers that cause them to be less active 5. Is there a fair investment for amount being requested? Is the amount being requested reasonable, given the extent or depth of impact of the project vs other applications received
2021-22 for BOP region: Total funds for BOP = $1,192,086.00 20% minimum must be spent on each PA type play, active rec & sport Fast Fund Major Fund Projects up to $15,000 Projects up to $40,000 Funds available = $392,086 Round 1 - $400,000 available. Opens July 12th, closes Aug 27th (6 weeks) Opens - July 12th, closes when funds exhausted Round 2 - $400,000 available. Opens Oct 4th, closes Nov 12th (6 weeks) Applications Processed every fortnight Applications processed for approx. 3 weeks after close date Outcome communicated within 1 month Outcome communicated within 1.5 months of closing date
Need? Outcomes? Measures? Demand > Supply Key points: 1. Successful applications must have evidence of need by voice of target participants 2. Outcomes are what change you want to see as a result of activities delivered 3. Measures are tools to determine if outcomes have been achieved *Need will help inform the outcomes. SPORT Definition A structured physical activity that typically has rules & involves competition against a set of criteria (i.e. scoring points) Sport application characteristics Coaching, structured event(s), competition(s), league(s), umpire/referees, sports equipment/uniforms, transport to & from events Successful project from Year 1: Football Club applying for girls sessions College(s) for targeted activation of M ori and Pasifika (1 rugby & basketball, and other was golf) RSOs delivering their game in areas of BOP where nothing is currently accessible Unsuccessful project from Year 1: School applying for running a sports academy, sport administrator, uniforms, salaried coaches, or expensive storage. Netball centres applying for reduced costs for all teams to play in growing leagues. RSOs applying for staff wages (did not apply for activities being delivered, just salary)
PLAY Play is about the process not the product. The structure is designed by the players, the game can change and adapt to different abilities or numbers, it is intrinsically motivated- spontaneous and will happen anywhere. Play is personally directed with limited or no adult involvement. Play is freely chosen - it is self-determined and has no pre-determined outcome. Play application characteristics Play equipment for activating spaces (e.g. water buckets, pots, sieves) non-traditional sports gear (e.g. hulahoops, skipping ropes, chalk, frisbee, stilts, balls), loose parts (e.g. material, tyres, cable reels), mobile play pods, paint, play streets, play activator Successful projects from Year 1: Schools mud kitchen, water play, nature play space, play kete of equipment, RSO- community play days in high dep areas, creating play champions, Council- play on the way nature trail, play pod trailer Unsuccessful project from Year 1: Application for a playground, waka ama coach, uniforms, playground matting, gym equipment and gym programme, bikes and transport to interschool events
ACTIVE RECREATION Definition non-competitive physical activity for the purpose of wellbeing and/or enjoyment AR application characteristics Instructor, non-competitive event, use of activity related equipment (hire or purchase), use of activity related space/venue, transport costs. Successful project from Year 1: Blue Light purchasing of SUPs and kayaks for at-risk youth Surf School surf lessons for kids who can't access surfing Secondary school new gym equipment for use on school grounds of girls & non-sporty kids Unsuccessful project from Year 1: Schools wanting to upgrade swimming pool or build skate ramp School applying for activation of M ori students through waka ama & traditional M ori games (but no evidence of need) School applying to purchase high-grade mountain bikes with no evidence of need
School considerations Curriculum time projects with external providers must have In-school checklist attached (Download from our website) - Additional helpful document, Working Together for Tamariki from SportNZ Within your school, who are the young people that are less active? Successful projects: School purchased life jackets, equipment and transport hireage. School from highly deprived community employed a supervisor for sports, culture and music activities. Successful external provider projects: RSO delivering in schools who had expressed an interest and had evidence of need but no access, attached in-school checklist to indicate partnership approach Unsuccessful projects: School submitted a large application but did not include voice of the participant and was too high in capital costs. Schools submitting applications with poor budgets.
Remaining Questions? Organisational limits? No formal limit. Though roughly speaking - 1 successful application per fund type & physical activity type Continuation of Year 1 funded projects?Can be funded if new evidence of need is included in application and if growth/extension is outlined Multi-year projects? Cannot confirm just yet awaiting Sport NZ decision What is expected in reporting? Small report & proof of expenditure Regional/collaborative projects? Encouraged, unless physical activity type differs between parts significantly, then might be more useful to apply separately Engaging with kura? Best to take a 'By M ori, for M ori' approach and the Te Whetu Rehua tool is a good resource
