Guidelines for Writing an Effective Accessibility Conformance Report (ACR)
Understanding what constitutes a good ACR is crucial for accurately documenting product accessibility. A good ACR should provide truthful and accurate statements, potentially serving as a legal document in bids or contracts. It must include essential sections like basic product information, evaluation methods used, and applicable standards/guidelines. Additionally, management review is recommended to ensure accuracy. Adhering to best practices and detailing evaluation methods are key in producing a comprehensive ACR.

What makes a good ACR A good ACR provides truthful statements of product accessibility An ACR can be a legal document if used in a bid or contract and must be accurate Best Practice: Once written and reviewed for accuracy, the ACR should be further reviewed by management who are responsible for the product 4 ITI Promoting Innovation Worldwide
Minimum/required sections of an ACR Basic information for the product Name of the product and version number Date of ACR completion Product Description Contact information Evaluation Method Used Applicable Standards/Guidelines List of what standards/guidelines covered in ACR Terms Definition of terms used in the ACR Tables (as applicable) WCAG 2.x Report Section 508 Report (Chapters 3-6) EN 301 549 Report (Chapters 4-13) These are the minimum items to include in product information. You can include more! 5 ITI Promoting Innovation Worldwide
Evaluation methods used Required Include a description of evaluation methods used to complete the ACR for the product under test. Best Practices Testing based on knowledge of general product functionality (in addition to accessibility) Similarities to another evaluated product Testing with assistive technologies Published test method (name, publisher, URL) Proprietary test method What was manually tested vs tested by automation Was testing done by a person with a disability Other 6 ITI Promoting Innovation Worldwide
Applicable standards/guidelines table Due to various regulations and standards using different versions of WCAG both are listed in the VPAT Standard/Guideline Included In Report Web Content Accessibility Guidelines 2.0 Level A (Yes) Level AA (Yes) Level AAA (No) Web Content Accessibility Guidelines 2.1 Level A (Yes) Level AA (Yes) Level AAA (No) Revised Section 508 standards published January 18, 2017 and corrected January 22, 2018 (Yes) EN 301 549 Accessibility requirements for ICT products and services - V3.1.1 (2019-11) AND EN 301 549 Accessibility requirements for ICT products and services - V3.2.1 (2021-03) (Yes) 7 ITI Promoting Innovation Worldwide
Conformance levels Report must list the definition of the terms used Supports: The functionality of the product has at least one method that meets the criterion without known defects or meets with equivalent facilitation. Partially Supports: Some functionality of the product does not meet the criterion. Does Not Support:Themajority of product functionality does not meet the criterion. Not Applicable:The criterion is not relevant to the product. Not Evaluated: The product has not been evaluated against the criterion. This can only be used in WCAG 2.x Level AAA. When filling in the WCAG tables, a response may use 'Supports' where one might otherwise be inclined to use 'Not Applicable'. 8 ITI Promoting Innovation Worldwide
Remarks - required Required: When the conformance level is Partially Supports or Does Not Support , the remarks should identify: The functions or features with issues How they do not fully support If the criterion does not apply, explain why. If an accessible alternative is used, describe it 9 ITI Promoting Innovation Worldwide
Remarks best practices Additional things to include Information regarding the testing of a given criteria. Information on application dependencies to support accessibility (e.g. OS, app frameworks, browsers recommended). How the customer can find more information about accessibility issues. (Bug ID) Known workarounds for accessibility issues. 10 ITI Promoting Innovation Worldwide
Bug reporting best practice Include impact of the bug and any work around and how to get more info The components meet this criterion: Logical movement through the focusable components using only the keyboard, in an order that follows a meaningful sequence. Exception: The search box is skipped when tabbing through the pages. It can be reached by using shift+tab from the name field. Bug 1234567. 11 ITI Promoting Innovation Worldwide

Tips for making the file shorter Instructions Tables Sections that don't apply 13 ITI Promoting Innovation Worldwide
Instruction section Remove the instructions! (9 to 10 pages) 14 ITI Promoting Innovation Worldwide
Notes sections Used for details or further explanation of things such as: Product notes Per standard Per sub-section or chapter 15 ITI Promoting Innovation Worldwide
Reports Multiple Reports All standards can be in one report or separate (WCAG, 508, EN) 16 ITI Promoting Innovation Worldwide
Removing 508/EN sections Remove sections that don t apply with a comment in the notes as to why they don t apply Example: a web-based product The table in the hardware section can be omitted with a note explaining why. Chapter 4: Hardware Notes: This section does not apply to the product, as there are no hardware components. 17 ITI Promoting Innovation Worldwide
