Test Security Policies and
Procedures

21

Florida State Board of Education Rule 6A-10.042, F.A.C., was
developed to meet the requirements of the Test Security Statute,
s. 1008.24, F.S., and applies to anyone involved in the
administration of a statewide assessment.
The rule prohibits activities that may threaten the integrity of the
test.
Examples of prohibited activities and the full text of the Florida
Test Security Statute and State Board of Education Rule are
provided in the test administration manuals.
Please remember that inappropriate actions by school or district
personnel can result in student or classroom invalidations, loss of
teaching certification, and/or involvement of law enforcement.

Supervising the Test Administration
The testing room must never be left unattended, and be monitored to ensure the following:
Students have cleared their desks of all materials except for the appropriate test materials.
Students
are using No. 2 pencils (pens, highlighters, etc. are not permitted).
Students
do not talk to other students or make any disturbance.
Students are working independently.
Discussing Test Content with Students
Test administrators may not talk with students about test items or passages or help them
with their answers.
While test administrators may prepare students for testing using strategies, such as
underlining key words in passages or items, they may not actively monitor them to ensure
they are using certain strategies.
Further, test administrators may not read or check through test documents, return them
to students after they have been collected, or discuss test content, even after all test
materials have been returned and testing has been completed.

Test Security Policies and
Procedures (cont.)

24

Proctors
To ensure test security and to avoid situations that could result in test
invalidation, FDOE strongly discourages testing students in large groups (e.g., in a
cafeteria or an auditorium). If students are tested in a large group, the
appropriate number of proctors must be assigned to the room to assist the test
administrator.

*FDOE strongly recommends that proctors be assigned to rooms with 25 or
fewer students whenever possible.

Test Security Policies and
Procedures (cont.)

25

Oversee Preparation and Training

Train ALL test administrators and proctors, including non-
school-based instructors.
Test administrators must hold a valid educator certificate.
Ensure that test administrators, proctors, and any other
personnel involved in test administration sign a
Test
Administration and Security Agreement Form
 after training is
complete.
Also collect from test administrators a signed
Test
Administrator Prohibited Activities Agreement Form
.
 Collect
and file the signed agreements.
In addition, ensure that test administrators become familiar
with the
Test Administrator User Guide
 (available on the FAST
Portal) prior to testing and have access to it during testing.
Also, review the
Test Administration Guidance and Best
Practices
 with test administrators.

Test Security Policies and
Procedures (cont.)

26
Security Logs
An accurate
Security Log
, provided in the
manuals
 and
portal
, must be maintained in
each testing room.
Anyone who enters a testing room
for the purpose of monitoring the test
is required
to sign the log.
This applies to test administrators, proctors, and anyone who relieves a
test administrator, even for a short break, regardless of how much time he or
she spends monitoring a testing room.
Seating Charts
Test administrators are required to maintain an accurate seating chart for each group
of students in their rooms during testing.
A s
ample seating chart is available in the training packet.
Test administrators are required to use arrows on seating charts to indicate which
direction students are facing in the testing room.

Chain of Custody Form
The purpose of this form is to track
test
 materials at
all times, including their location, the dates and
times they are handled, and the names of the
people performing various activities involving
the materials
.
The
Test
Materials Chain of Custody
Form

must

be
 maintained at all times
to
 track
secure materials
.
Schools
must
retain electronic
or
hard copies
of completed forms
for
their files after materials are
packaged in the District Assessment Coordinator
(DAC) ONLY – Administrative Records (AR) boxes
.

Test Security Policies and
Procedures (cont.)

28
Electronic Devices
Determine your school’s policy for the storage of electronic devices during testing.
Direct test administrators on what to do if students have electronic devices in their
possession before testing begins.
Ensure that test administrators are aware of the policy that students are NOT allowed
to access electronic devices at any time during a test session, including breaks.
If a student accesses his or her electronic device(s) during testing or a break, his or her
test must be invalidated.
EXCEPTION
 (Diabetes/Bluetooth Hearing Aids):
Students who require the use of an
electronic device for a purpose specified on his or her IEP or Section 504 Plan may
have access to the device during testing. A test administrator must be able to monitor
the student’s use of the device at all times during testing.
Breaks
For short breaks
,
it is recommended that a visual block be applied to the student’s computer
screen or device.
For longer breaks, it is recommended that the student pause or exit the test. Students will
have to resumed after the break to continue testing.
Paper test materials must be collected and securely stored if students leave the room.

Test Irregularities and Security
Breaches

29

Test Irregularities
Test administrators should report any test irregularities (e.g., disruptive students, loss of Internet
connectivity) to the SAC immediately.
A test irregularity may include testing that is interrupted for an extended period of time due to a
local technical malfunction or severe weather.
Contact Student Assessment & Educational Testing (SAET)
immediately
 at 305-995-7520 to report
an irregularity.
Security Breaches
Test administrators should report possible breaches of test security (e.g., secure test content that
has been photographed, copied, or otherwise recorded) to the SAC immediately.
If an electronic device was used to post or share test items, ensure that the information is
immediately erased from the device then contact SAET.
If a security breach is identified, contact SAET immediately at 305-995-7520.
For all security breaches, a written report and supporting documentation must be submitted to
SAET within five (5) working days.
Please do not send confidential student information via email (e.g., FLEID number) unless it is an
attachment that is password-protected.

Paper-Based Materials Policies
and Procedures

30

Missing Materials

Within 24 hours of receiving shipment, verify that all secure
materials are received and report any mispackaged or missing
materials to SAET at 305-995-7520 immediately.
School staff responsible for handling secure materials are
accountable for the materials assigned to them.
Investigate any report of missing materials.
If, after a thorough investigation, a secure document is not found,
the SAC must contact the SAET at 305-995-7520.
For missing materials, a written report and supporting
documentation must be submitted to SAET within five (5) working
days.

  21. Test Security Policies and Procedures Florida State Board of Education Rule 6A-10.042, F.A.C., was developed to meet the requirements of the Test Security Statute, s. 1008.24, F.S., and applies to anyone involved in the administration of a statewide assessment. The rule prohibits activities that may threaten the integrity of the test. Examples of prohibited activities and the full text of the Florida Test Security Statute and State Board of Education Rule are provided in the test administration manuals. Please remember that inappropriate actions by school or district personnel can result in student or classroom invalidations, loss of teaching certification, and/or involvement of law enforcement. CBT PBT 21

  22. Test Security Policies and Procedures (cont.) CBT PBT Standards, Guidelines, and Procedures for Test Administration and Test Security (linked) available at ARDA website. Adopted by School Board Mandatory security documentation School Procedural Checklist (FM-6927) (linked) Test Administration and Security Agreement Test Administrator Prohibited Activities Agreement Screencast training on Test Security for school-level training sessions: click here FDOE Test Security Presentation for Test Administrators will be available District and FDOE may conduct monitoring activities 22

  23. Test Security Policies and Procedures (cont.) CBT PBT Supervising the Test Administration The testing room must never be left unattended, and be monitored to ensure the following: Students have cleared their desks of all materials except for the appropriate test materials. Students are using No. 2 pencils (pens, highlighters, etc. are not permitted). Students do not talk to other students or make any disturbance. Students are working independently. Discussing Test Content with Students Test administrators may not talk with students about test items or passages or help them with their answers. While test administrators may prepare students for testing using strategies, such as underlining key words in passages or items, they may not actively monitor them to ensure they are using certain strategies. Further, test administrators may not read or check through test documents, return them to students after they have been collected, or discuss test content, even after all test materials have been returned and testing has been completed. 23

  24. Test Security Policies and Procedures (cont.) Proctors To ensure test security and to avoid situations that could result in test invalidation, FDOE strongly discourages testing students in large groups (e.g., in a cafeteria or an auditorium). If students are tested in a large group, the appropriate number of proctors must be assigned to the room to assist the test administrator. CBT PBT *FDOE strongly recommends that proctors be assigned to rooms with 25 or fewer students whenever possible. 24

  25. Test Security Policies and Procedures (cont.) Oversee Preparation and Training CBT PBT Train ALL test administrators and proctors, including non- school-based instructors. Test administrators must hold a valid educator certificate. Ensure that test administrators, proctors, and any other personnel involved in test administration sign a Test Administration and Security Agreement Form after training is complete. Also collect from test administrators a signed Test Administrator Prohibited Activities Agreement Form. Collect and file the signed agreements. In addition, ensure that test administrators become familiar with the Test Administrator User Guide (available on the FAST Portal) prior to testing and have access to it during testing. Also, review the Test Administration Guidance and Best Practices with test administrators. 25

  26. Test Security Policies and Procedures (cont.) Security Logs An accurate Security Log, provided in the manuals and portal, must be maintained in each testing room. Anyone who enters a testing room for the purpose of monitoring the test is required to sign the log. This applies to test administrators, proctors, and anyone who relieves a test administrator, even for a short break, regardless of how much time he or she spends monitoring a testing room. Seating Charts Test administrators are required to maintain an accurate seating chart for each group of students in their rooms during testing. A sample seating chart is available in the training packet. Test administrators are required to use arrows on seating charts to indicate which direction students are facing in the testing room. CBT PBT 26

  27. Test Security Policies and Procedures (cont.) Chain of Custody Form The purpose of this form is to track test materials at all times, including their location, the dates and times they are handled, and the names of the people performing various activities involving the materials. The Test Materials Chain of Custody Form must be maintained at all times to track secure materials. Schools must retain electronic or hard copies of completed forms for their files after materials are packaged in the District Assessment Coordinator (DAC) ONLY Administrative Records (AR) boxes. CBT PBT 27

  28. Test Security Policies and Procedures (cont.) Electronic Devices Determine your school s policy for the storage of electronic devices during testing. Direct test administrators on what to do if students have electronic devices in their possession before testing begins. Ensure that test administrators are aware of the policy that students are NOT allowed to access electronic devices at any time during a test session, including breaks. If a student accesses his or her electronic device(s) during testing or a break, his or her test must be invalidated. EXCEPTION (Diabetes/Bluetooth Hearing Aids): Students who require the use of an electronic device for a purpose specified on his or her IEP or Section 504 Plan may have access to the device during testing. A test administrator must be able to monitor the student s use of the device at all times during testing. Breaks For short breaks, it is recommended that a visual block be applied to the student s computer screen or device. For longer breaks, it is recommended that the student pause or exit the test. Students will have to resumed after the break to continue testing. Paper test materials must be collected and securely stored if students leave the room. CBT PBT 28

  29. Test Irregularities and Security Breaches Test Irregularities Test administrators should report any test irregularities (e.g., disruptive students, loss of Internet connectivity) to the SAC immediately. A test irregularity may include testing that is interrupted for an extended period of time due to a local technical malfunction or severe weather. Contact Student Assessment & Educational Testing (SAET) immediately at 305-995-7520 to report an irregularity. Security Breaches Test administrators should report possible breaches of test security (e.g., secure test content that has been photographed, copied, or otherwise recorded) to the SAC immediately. If an electronic device was used to post or share test items, ensure that the information is immediately erased from the device then contact SAET. If a security breach is identified, contact SAET immediately at 305-995-7520. For all security breaches, a written report and supporting documentation must be submitted to SAET within five (5) working days. Please do not send confidential student information via email (e.g., FLEID number) unless it is an attachment that is password-protected. CBT PBT 29

  30. Paper-Based Materials Policies and Procedures Missing Materials PBT Within 24 hours of receiving shipment, verify that all secure materials are received and report any mispackaged or missing materials to SAET at 305-995-7520 immediately. School staff responsible for handling secure materials are accountable for the materials assigned to them. Investigate any report of missing materials. If, after a thorough investigation, a secure document is not found, the SAC must contact the SAET at 305-995-7520. For missing materials, a written report and supporting documentation must be submitted to SAET within five (5) working days. 30

  31. Paper-Based Materials Policies and Procedures (cont.) Security Numbers All secure test materials must be protected from loss, theft, or reproduction in any medium. A unique identification number and barcode are printed on the front cover of secure test materials. B.E.S.T. security number consists of the last eight digits of the identification number NGSSS security number consists of a nine-digit number followed by a check digit Schools must maintain test security by using the security numbers to account for all secure test materials before, during, and after test administration until the time materials are returned to the contractor. PBT 31

  32. Test Materials CBT CBT Worksheets For the computer-based NGSSS Civics and U.S. History EOC assessments, CBT Worksheets are provided for students to make notes. The worksheets are one- page, letter-sized sheets. SACs and test administrators must ensure that students have enough desk space to use their worksheets and that worksheets are not easily visible to other students. Used worksheets are secure materials. 32

  33. Test Materials (cont.) CBT CBT Work Folders For the computer-based B.E.S.T. Algebra 1, B.E.S.T. Geometry, and NGSSS Biology 1 EOC assessments, CBT Work Folders are provided for students to work the problems. The work folder is a four-page folder with graph paper printed on the last page of the folder (back cover). Work folders are distributed to students at the beginning of each test. SACs and test administrators must ensure that students have enough desk space to use their work folders. Used work folders are secure materials. 33

  34. CBT Test Materials (cont.) PBT Scientific Calculators The B.E.S.T. Algebra 1 and Geometry EOC assessments include a scientific calculator in the secure browser. Handheld scientific calculators may be provided to students. Students are not allowed to share calculators. The Calculator and Reference Sheet Policies for Florida Statewide Assessments document, available on the portal, includes a list of required and prohibited calculator functionalities as well as a list of FDOE-approved calculators. Providing a calculator with prohibited functionality (e.g., a display of more than one-line, graphing capability) is cause for test invalidation. 34

  35. CBT Test Materials (cont.) PBT Four-Function Calculators The Biology 1 EOC assessment includes a four-function calculator in the secure browser. Handheld four-function calculators may be used by students only if all students are provided a handheld calculator. Students who will test Biology 1 using paper-based accommodations must be provided handheld four-function calculators. Students with visual impairments may use the approved large key/large display four-function calculators or approved talking four-function calculators. Schools should have an adequate supply of four-function calculators. Schools can order additional four-function calculators from the Test Distribution Center website at https://docs.google.com/forms/d/e/1FAIpQLScXpKfI1Vd4I6IsgXHk9bFonrpkPnO8sfp67udq WzWjm6oIfA/viewform. 35

  36. CBT Test Materials (cont.) PBT Reference Sheets Reference sheets are provided for the B.E.S.T. Algebra 1 and Geometry EOC assessments in the secure browser for computer-based tests. Schools may provide hard copy reference sheets to students. Schools must ensure that copies are available for all students taking the test. Any hard copy reference sheets must be printed or copied from the files found on the portal. Copies must be carefully checked against the original to ensure that all content is copied and that it is clear and easy to read. Schools must ensure students taking the B.E.S.T. Algebra 1 EOC are provided the corresponding reference sheet and not the FSA Algebra 1 EOC reference sheet. After students complete the test, test administrators must collect all reference sheets.
