Resilience consists of three dimensions: Resilience of Government, Societal Resilience, and Individual Resilience Resilient energy supplies, (Infrastructural Capital) Ability to deal with uncontrolled movement of people, (Social and Individual Capital) Societal Resilience and Individual Resilience Resilient food and water supplies, (Natural Habitat Capital) Resilient communications systems, and Infrastructural Capital) Assured continuity of government, (Institutional Capital) Ability to deal with mass casualties, (Social and Individual Capital) Resilient transport systems.
