Introduction Public Procurement refers to the purchase by governments and state-owned enterprises of goods, services and works. It starts with the assessment of needs, to award, and finally to contract management and post- evaluation. PP accounts for around 18% of the GDP in the MENA countries. CTB conducts all service, work, and supply tenders above the threshold of 100,000,000 LPB Pre-tendering: Reviews the content of the bid documents Tendering: Runs the tendering procedure
The Water Sector in the Lebanese Public Procurement In 2016 until April, 20 different water projects were awarded by CTB. Value reached 24,688,330,849 LBP or 16,458,887 USD. Distributed along the districts of: Baalbek, Zahle, Kesrouan, Jezzine, Maten, Koura, Bsharri, Hermel, Zgharta, Baabda, Jbeil, Aley, Chouf, West Bekaa, Bint Jbeil and Nabatieh. Present Reform Present Reform Initiatives PP Draft Law Initiatives CTB moves towards a regulatory authority role. Aims for a sound and efficient legal, institutional and operational foundation of the PP system. Procurement Principles accounted for: Transparency Accountability Fair competition Fair treatment Value for money Currently, draft law is being discussed by the selected ministerial committee.

Present Reform Initiatives Present Reform Initiatives Enhancing Internal Practices Development of an Internal Management System Building an analytical system for reviewing bidding documents Creating a database for all tenders information at the CTB (bidders and their prices, results, awarded price, rejection reasons, tendering and technical committees, the awarding sessions). This will allow irregular pattern identification such as: Bid rigging Collusions Agreements Concerted practices (market rotation, market sharing, boycotting, phantom offers, and unusual mistakes) Enables the recognition of the major key players in the Lebanese water market.

Conclusion A well-established PP system reduces corruption and enhances integrity. Reliability of the procurement process lies in the importance given to the pre-tender phase and procurement planning. Market analysis is the key for proper need assessment. Evaluation according to MEAT achieves VfM. Feedback and post-evaluations push contractors to better contract compliance. A solid e-procurement system enhances transparency, competition, and integrity.
