  3. CARES ACT OVERVIEW FY 20 Coronavirus Aid, Relief, and Economic Security (CARES) Act EDA appropriated $1.5 billion to assist communities impacted by the coronavirus pandemic. Funding through Addendum to FY2020 Public Works and Economic Adjustment Assistance Notice of Funding Opportunity (NOFO). Provides nationwide eligibility. Up to 80% of eligible project costs and 100% for Indian Tribes. 3

REGIONAL OFFICE ALLOCATIONS Funds allocated among EDA s six Regional Offices and Headquarters as follows: *When appropriate, EDA may exercise its discretion to adjust the allocations based on its experience in administering supplemental appropriations to ensure funds are used to maximum effect, or to adjust to unforeseen changes in recovery efforts. 4

AUSTIN REGIONAL OFFICE CARES ACT FUNDS STATUS Originally, $236 million for Arkansas, Oklahoma, New Mexico, Louisiana & Texas $150 million for Competitive Funding Competitive Funds Status To date, the Committee has - Reviewed 63 projects - Representing approx. $143,317,000 in requests - - Selected 40 projects forward for processing Representing approx. $89,849,000 selectedfor projects Currently, - Approx. $60,151,000 remains available for competitive funding - Standard EAA Projects, with COVID-19 attached: Infrastructure, feasibility studies, workforce development centers - Approx. timeline for CARES Act funds and projects 5

COMPETITIVE CARES APPLICATIONS Tips for Competitive Applications Eligible EDA CARES Act projects must demonstrate clearly how the project will prevent, prepare for, and respond to coronavirus or respond to economic injury as a result of coronavirus. Project s nexus to COVID is most critical for competitiveness. Include 1-page attachment detailing nexus. Focus on response to COVID not only its economic impacts to the community (documented distress is not a nexus). Strong regional economic impact (commitment of jobs). Must maintain project alignment with the CEDS. 6

  7. COMPETITIVE CARES APPLICATIONS Tips for Competitive Applications Documentation of local match Letters should identify amount and source of funds. Should match amount indicated on ALL budgets. Include readily available, unencumbered and dedicated to the project in language. Environmental Narratives EDDs can assist communities. Response letters not required for submission. Don t forget maps. 7

  8. FY2021 BUDGET UPDATE Federal Fiscal Year (2021) begins October 1: EDA may/may not be operating under a Continuing Resolution. Currently accepting applications for FY21 regular funding. Disaster supplemental funding presently not available (Congress makes the decision on supplemental funds). Communities impacted by the recent Hurricanes should apply through regular annual funding, until further notice. Contact your EDR 8

ANNOUNCEMENTS AND DEADLINES Notice of Funding Opportunity for STEM Talent Challenge - $2 million available to create/implement science, technology, engineering and mathematics (STEM) apprenticeship models to enhance regional innovation. Applications due: October 14, 2020 Maximum request: $300,000 with 50% match Build to Scale (B2S) provides funds for scalable startups and includes three competitions supporting entrepreneurship and acceleration of company growth. Award announcements for March competitions made this week. Level funding expected for FY2021. Next competition late fall/early next year.
